【摘要】：耕地拋荒是指原有耕地由于機會成本大而處于閑置狀態(tài)的現(xiàn)象。荒地多為不便機械耕作、貧瘠的坡耕地及經(jīng)濟落后的山區(qū)農(nóng)地。耕地拋荒的原因在于農(nóng)業(yè)勞動機會成本大;沒有一個統(tǒng)一的、操作性較強的耕地保護制度。當前耕地拋荒治理的主要形式有土地流轉、土地托管和代耕代種,面臨的問題是缺乏高素質的土地經(jīng)營人才;土地流轉和托管活動中缺乏有效通道和中介;荒地整治改造與基礎設施完善的投資大、回收期限長等。因此,耕地拋荒治理要多管齊下:國家要在政策、資金投入方面有新舉措;地方政府應著力完善農(nóng)村科技推廣網(wǎng)絡,推動建設村級土地經(jīng)營權流轉中介;農(nóng)民要轉型成為高素質的新型職業(yè)農(nóng)民。
[Abstract]:Abandoned cultivated land refers to the phenomenon that the original cultivated land is idle because of the large opportunity cost. Wasteland is inconvenient for mechanical cultivation, barren sloping farmland and economically backward agricultural land in mountainous areas. The reason of cultivated land abandonment is that the opportunity cost of agricultural labor is high, and there is no unified and operable cultivated land protection system. At present, the main forms of cultivated land management are land circulation, land trust and contract farming, the problems are the lack of high-quality land management personnel, the lack of effective channels and intermediaries in land circulation and trust activities, and the lack of effective channels and mediums in land transfer and trust activities. Waste land renovation and improvement of infrastructure investment, a long period of recovery. Therefore, the management of cultivated land abandonment should be multi-pronged: the state should have new measures in terms of policy and capital input, the local government should focus on perfecting the rural science and technology extension network, and promote the construction of village land management rights transfer intermediary; Farmers want to transform into high-quality new-type professional farmers.
