【摘要】：我國農(nóng)村土地制度從"兩權(quán)分離"到"三權(quán)分置"的改革放活了土地經(jīng)營權(quán),對(duì)破解"三農(nóng)"問題以及優(yōu)化農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)是一個(gè)重大突破。"三權(quán)分置"改革的實(shí)質(zhì)是解決農(nóng)村土地資源扭曲配置問題,它為"城市反哺農(nóng)村"發(fā)展模式的實(shí)施提供了可能。通過政府引導(dǎo)和支持城鎮(zhèn)投資者到農(nóng)村創(chuàng)辦富有特色的新型農(nóng)業(yè)企業(yè)來帶動(dòng)農(nóng)村經(jīng)濟(jì)的發(fā)展,同時(shí)實(shí)現(xiàn)城鎮(zhèn)投資者資本的自身增值,是"城市反哺農(nóng)村"發(fā)展模式的核心,這種發(fā)展模式對(duì)于解決農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)不合理、經(jīng)營方式落后、土地經(jīng)營權(quán)流轉(zhuǎn)不合理等問題意義重大。由于它是一個(gè)創(chuàng)新性、長久性、系統(tǒng)性的工程,基于我國地域遼闊,農(nóng)業(yè)人口眾多,區(qū)域間資源稟賦差異較大等現(xiàn)實(shí)情況,因此,該發(fā)展模式的實(shí)施要做到因地制宜、因時(shí)制宜,先試點(diǎn)、后推廣,扎扎實(shí)實(shí)、穩(wěn)步推進(jìn),逐步形成具有我國特色社會(huì)主義新農(nóng)村建設(shè)的基本路徑。
[Abstract]:The reform of rural land system in our country from "separation of two rights" to "separation of three rights" has activated the right of land management, which is a major breakthrough to solve the problem of "agriculture, countryside and farmers" and to optimize the agricultural industrial structure. " The essence of the reform is to solve the problem of distorted allocation of rural land resources, which provides the possibility for the implementation of the development model of "urban feedback rural". Through the government to guide and support urban investors to set up new agricultural enterprises with characteristics in rural areas to promote the development of rural economy and realize the capital appreciation of urban investors, it is the core of the development model of "urban backfeeding rural". This development model is of great significance to solve the problems of irrational agricultural industrial structure, backward management mode and unreasonable circulation of land management right. Because it is an innovative, permanent and systematic project, based on the reality that our country has a vast territory, a large agricultural population and a large regional resource endowment, therefore, the implementation of this development model should be tailored to local conditions. According to the conditions of the times, first pilot, then spread, solid, steady progress, gradually forming the basic path of socialist new rural construction with Chinese characteristics.
