南雄市2014年度耕地質量等別更新評價分析

【摘要】:耕地是人類生存的物質基礎和根本,是農(nóng)業(yè)生產(chǎn)中最基本的生產(chǎn)資料。近年來,耕地保護過程中“重數(shù)量、輕質量”的傾向仍然相當普遍,因此以農(nóng)用地分等定級成果為基礎,結合現(xiàn)有土地資源調查情況,對農(nóng)用地質量等別年度更新進行評價具有重要的現(xiàn)實意義,同時對我國耕地保護、糧食安全、社會穩(wěn)定和經(jīng)濟可持續(xù)發(fā)展具有積極的影響。本研究通過查閱相關文獻,收集相關資料,進行實地調查和測量,分析南雄市2014年度內(nèi)耕地增減變化及耕地質量等別變化以及2014年度耕地質量和利用現(xiàn)狀,參考《農(nóng)用地質量分等規(guī)程》及省下發(fā)的有關參數(shù)、系數(shù)和因素體系,對增減耕地的等別進行評價,并對2014年耕地質量等別變化進行更新評價,主要研究結果如下:1、2014年南雄市增加耕地82.49公頃,新增耕地的地類全部為旱地,來源主要為土地整治補充開發(fā)耕地和增減掛鉤補充耕地,新增耕地的自然質量等別中高等居多,利用等別為中等,經(jīng)濟等別為中等,說明新增耕地自然質量總體狀況較好,而利用情況和產(chǎn)量水平一般;2、2014年南雄市減少耕地總計32.63公頃,類型主要為水田和旱地,原因在于建設用地占用,減少的耕地自然質量等別較高,利用等別為中等,經(jīng)濟等別較高;3、南雄市2014年農(nóng)用地質量等別年度更新評價結果顯示,2014年耕地質量自然等別中高等別比例較高,說明南雄市耕地自然質量總體狀況較好,耕地利用等別分布不均,各地耕地質量利用水平存在一定差異,耕地整體利用水平較高,耕地經(jīng)濟等別的分布較集中,各地耕地投入—產(chǎn)出的水平差異較小。4、分布于中部盆地的耕地自然質量等、利用等、經(jīng)濟等相對于丘陵山區(qū)的耕地其自然質量等、利用等、經(jīng)濟等別較高。5、2014年度南雄市耕地利用中存在耕地總量減少、耕地資源隱形流失和用地養(yǎng)地不平衡的問題,建議采取提高耕地占用成本、增強耕地保護意識和制定更加惠農(nóng)的政策等措施。
[Abstract]:Cultivated land is the material foundation and foundation of human existence and the most basic means of production in agricultural production. In recent years, the tendency of "emphasizing quantity but not quality" in the process of cultivated land protection is still quite common. Therefore, based on the results of grading agricultural land and combining with the existing land resources survey, It is of great practical significance to evaluate the annual renewal of agricultural land quality, and it has a positive impact on the protection of cultivated land, food security, social stability and sustainable economic development in China. Through consulting relevant literature, collecting relevant data, carrying out field investigation and measurement, this study analyzes the change of cultivated land in 2014, the change of cultivated land quality, and the present situation of cultivated land quality and utilization in 2014. Referring to the grading rules for Agricultural Land quality and the relevant parameters, coefficients and factor systems issued by the provinces, the author evaluates the differences between the increase and decrease of cultivated land and the changes of cultivated land quality in 2014, and carries out an updated evaluation on the changes of cultivated land quality in 2014. The main results are as follows: in 2014, in Nanxiong City, 82.49 hectares of cultivated land were increased, and all of the new cultivated land were dryland. The main sources were land renovation, supplementary development of cultivated land and linking of increase or decrease to supplementary cultivated land. The natural quality of the newly increased cultivated land was the highest in the world. The natural quality of new cultivated land is good in general, and the utilization and yield level are generally 2%. In 2014, the total amount of cultivated land reduced in Nanxiong City was 32.63 hectares. The main types of cultivated land were paddy fields and drylands. The reason is that the occupation of construction land, the natural quality of the reduced cultivated land, etc., is higher, and the utilization is medium. The results of the annual update evaluation of the agricultural land quality in Nanxiong in 2014 show that the natural and higher proportion of cultivated land quality in 2014 is higher, which indicates that the natural quality of cultivated land in Nanxiong City is in a better overall situation, and the distribution of cultivated land utilization is uneven. There are some differences in the quality and utilization of cultivated land, the overall utilization of cultivated land is relatively high, the other distribution of cultivated land economy is more concentrated, the level of input-output of cultivated land is small, and the natural quality of cultivated land is distributed in the central basin, and so on. Relative to the natural quality of cultivated land in hilly and mountainous areas, the use of economic, and other aspects of cultivated land use in Nanxiong City in 2014 had the problems of reducing the total amount of cultivated land, the hidden loss of cultivated land resources and the imbalance between land use and land conservation. It is suggested that measures should be taken to increase the cost of cultivated land occupation, to strengthen the awareness of cultivated land protection and to formulate more favorable policies for agriculture.
