【摘要】：利用江西省農(nóng)民用水協(xié)會的調(diào)查數(shù)據(jù),本文構(gòu)建多元回歸模型實證分析了農(nóng)民用水協(xié)會功能實現(xiàn)程度的主要影響因素。研究表明,水利設施權(quán)屬證對農(nóng)民用水協(xié)會功能實現(xiàn)程度有顯著影響,協(xié)會管理的灌溉面積、參加協(xié)會的農(nóng)戶數(shù)以及協(xié)會執(zhí)行委員會成員數(shù)鉗制了農(nóng)民用水協(xié)會功能的進一步發(fā)揮,主席水利工作經(jīng)驗及主席身份使農(nóng)民用水協(xié)會功能具有發(fā)揮作用的空間,主席產(chǎn)生方式使農(nóng)民用水協(xié)會具有提升功能實現(xiàn)程度的功力,當?shù)卣闹С旨白缘怯浺彩怯绊戅r(nóng)民用水協(xié)會功能實現(xiàn)程度的重要因素。本文提出農(nóng)民用水協(xié)會功能實現(xiàn)的政策建議有,要注重產(chǎn)權(quán)制度改革,加大權(quán)利向農(nóng)民用水協(xié)會轉(zhuǎn)移,要確定農(nóng)民用水協(xié)會的合理規(guī)模,要健全和完善農(nóng)民用水協(xié)會主要負責人的產(chǎn)生機制,各級政府要加強對農(nóng)民用水協(xié)會的扶持。
[Abstract]:Based on the investigation data of the Farmers' Water Association in Jiangxi Province, this paper constructs a multivariate regression model to analyze the main influencing factors on the realization of the function of the Farmers' Water Association. The research shows that the ownership certificate of water conservancy facilities has a significant influence on the degree of function realization of the farmers' water use association, and the irrigated area managed by the association, The number of farmers participating in the association and the number of members of the association's executive committee have restrained the further development of the functions of the farmers' water use association. The way of producing the chairman makes the farmers' water association have the ability to improve the function of the association. The support of local government and the registration are also the important factors that influence the degree of the farmers' water association's function realization. This paper puts forward some policy suggestions for the realization of the function of the farmers' water use association, such as paying attention to the reform of the property right system, increasing the transfer of the rights to the farmers' water association, and determining the reasonable scale of the farmers' water use association. It is necessary to improve and perfect the mechanism for the main responsible persons of the Farmers' Water Association, and the governments at all levels should strengthen the support for the Farmers' Water use Association.
