【摘要】：用水農(nóng)戶參與農(nóng)田水利設(shè)施管護(hù)的廣度和深度直接影響水利設(shè)施綜合效用的發(fā)揮,并從個(gè)體意愿層面反映著農(nóng)業(yè)生產(chǎn)的組織化水平。伴隨市場(chǎng)經(jīng)濟(jì)改革的不斷深入,農(nóng)業(yè)生產(chǎn)重新掀起了合作化浪潮,農(nóng)田水利設(shè)施管護(hù)也應(yīng)由基層政府的單獨(dú)行動(dòng)轉(zhuǎn)變?yōu)橐赞r(nóng)民用水戶協(xié)會(huì)為主體的多元參與,培養(yǎng)各參與成員協(xié)作、自覺(jué)、民主、責(zé)任的契約精神。作為農(nóng)田水利設(shè)施管護(hù)參與的重要力量,農(nóng)民自身的契約精神還較孱弱,農(nóng)田水利設(shè)施管護(hù)參與不足、效果不佳。必須調(diào)整思路,可通過(guò)經(jīng)濟(jì)帶動(dòng)、教育熏陶、制度規(guī)范以及實(shí)踐歷練著力培育農(nóng)民的契約意識(shí),塑造公民文化,為農(nóng)田水利設(shè)施管護(hù)創(chuàng)造"軟環(huán)境"。
[Abstract]:The breadth and depth of water farmers' participation in the management and maintenance of irrigation and water conservancy facilities directly affect the exertion of the comprehensive utility of water conservancy facilities and reflect the organizational level of agricultural production from the level of individual willingness. With the deepening of market economy reform, agricultural production has set off a new wave of cooperative transformation, and the management and protection of irrigation and water conservancy facilities should be transformed from the individual actions of grass-roots governments into pluralistic participation with farmers' water users' associations as the main body. Cultivate the contractual spirit of cooperation, self-consciousness, democracy and responsibility of all participating members. As an important force in the management and protection of irrigation and water conservancy facilities, the farmers themselves are weak in the spirit of contract, and lack of participation in the management and protection of irrigation and water conservancy facilities, and the effect is not good. We must adjust our thinking so that we can cultivate farmers' contract consciousness, shape citizen culture and create "soft environment" for the management and protection of irrigation and water conservancy facilities through economic drive, education, institutional norms and practice.
