【摘要】：大多數(shù)農(nóng)戶沒(méi)有流轉(zhuǎn)承包耕地,同時(shí)存在轉(zhuǎn)出耕地后又收回的情況。已有研究忽略了耕地轉(zhuǎn)出的穩(wěn)定性,并多以農(nóng)戶某一期的非農(nóng)就業(yè)狀況解釋農(nóng)戶的耕地轉(zhuǎn)出,對(duì)農(nóng)戶非農(nóng)收入的長(zhǎng)期可靠性缺乏考慮。基于農(nóng)村固定觀察點(diǎn)農(nóng)戶跟蹤調(diào)查數(shù)據(jù),分析并運(yùn)用多項(xiàng)Logit模型檢驗(yàn)代際差異、長(zhǎng)期非農(nóng)收入對(duì)農(nóng)戶轉(zhuǎn)出耕地的影響。結(jié)果顯示:勞動(dòng)力年輕化促使農(nóng)戶轉(zhuǎn)出耕地,但不能確保轉(zhuǎn)出的穩(wěn)定性;非農(nóng)收入長(zhǎng)期穩(wěn)步上升才能促使農(nóng)戶穩(wěn)定轉(zhuǎn)出耕地。發(fā)展耕地流轉(zhuǎn)市場(chǎng),必要的政策不應(yīng)僅著眼于增加農(nóng)村勞動(dòng)力的非農(nóng)就業(yè)機(jī)會(huì),還應(yīng)通過(guò)各種途徑增強(qiáng)非農(nóng)收入的長(zhǎng)期可靠性。
[Abstract]:Most farmers do not transfer contracted farmland, at the same time there is a situation after the transfer of arable land and recovery. Some studies have neglected the stability of cultivated land transfer, and explained the farmland transfer by the non-agricultural employment status of farmers in a certain period, which has not considered the long-term reliability of farmers' non-agricultural income. Based on the survey data of farmers in fixed observation points in rural areas, this paper analyzes and uses a number of Logit models to test the effects of intergenerational differences and long-term non-agricultural income on the transfer of farmland from farmers. The results show that the younger labor force can promote farmers to transfer out of cultivated land, but can not ensure the stability of the transfer, and that the steady increase of non-agricultural income can promote the steady transfer of farmers out of cultivated land for a long period of time. To develop the cultivated land circulation market, the necessary policies should not only focus on increasing non-agricultural employment opportunities of rural labor force, but also enhance the long-term reliability of non-agricultural income through various ways.
