【摘要】：[目的]農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革是一個(gè)長(zhǎng)期過(guò)程,保護(hù)水土資源,確保農(nóng)產(chǎn)品質(zhì)量安全是農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的核心與關(guān)鍵。通過(guò)分析水土資源的環(huán)境形勢(shì),提出實(shí)現(xiàn)水土資源可持續(xù)利用,推動(dòng)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的政策性建議。[方法]在系統(tǒng)梳理農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革文獻(xiàn)的基礎(chǔ)上,采取水土資源數(shù)量、質(zhì)量?jī)蓚�(gè)方面的數(shù)據(jù),全面分析了我國(guó)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革所面臨的水土資源形勢(shì)。[結(jié)果]我國(guó)水資源短缺的同時(shí),還存在著嚴(yán)重的污染問(wèn)題,并且呈現(xiàn)出立體化的態(tài)勢(shì);在快速工業(yè)化、城鎮(zhèn)化進(jìn)程中,農(nóng)業(yè)生產(chǎn)對(duì)優(yōu)質(zhì)水資源的需求面臨嚴(yán)峻挑戰(zhàn);耕地資源占用呈現(xiàn)剛性遞增,優(yōu)質(zhì)耕地短缺,同時(shí),耕地土壤污染狀況不容樂(lè)觀。[結(jié)論]基于水土資源視角,提出了6條推動(dòng)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的政策建議:以綠色發(fā)展理念為指導(dǎo),推動(dòng)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革;強(qiáng)化環(huán)保制度建設(shè),減少對(duì)水土資源的污染;堅(jiān)持質(zhì)量提升為重點(diǎn),嚴(yán)守耕地紅線;以提高利用效率為重點(diǎn),加強(qiáng)水資源的保護(hù);構(gòu)建循環(huán)型農(nóng)業(yè)產(chǎn)業(yè)體系,提高農(nóng)業(yè)廢棄物的綜合利用水平;建立生態(tài)補(bǔ)償機(jī)制,促進(jìn)水土資源保護(hù)。
[Abstract]:[objective] the supply-side structural reform of agriculture is a long-term process, and the protection of soil and water resources and ensuring the quality and safety of agricultural products are the core and key of the structural reform on the supply-side of agriculture. Based on the analysis of the environmental situation of soil and water resources, the paper puts forward some policy suggestions to realize the sustainable utilization of water and soil resources and to promote the structural reform of agricultural supply-side. [methods] on the basis of systematically combing the literature of agricultural supply-side structural reform, and taking the data of quantity and quality of soil and water resources, this paper comprehensively analyzes the situation of water and soil resources faced by the structural reform of agricultural supply-side in China. [results] in the process of rapid industrialization and urbanization, the demand for high quality water resources in agricultural production is facing severe challenges. The occupation of cultivated land is increasing, the quality of cultivated land is short, and the pollution of cultivated land is not optimistic. [conclusion] based on the perspective of water and soil resources, this paper puts forward six policy suggestions for promoting the structural reform of the supply-side of agriculture: to promote the structural reform of the supply-side of agriculture under the guidance of the concept of green development, and to strengthen the construction of environmental protection system. To reduce the pollution of soil and water resources, to improve the quality, to strictly observe the red line of cultivated land, to improve the efficiency of utilization, to strengthen the protection of water resources, to build a circular agricultural industry system and to improve the level of comprehensive utilization of agricultural wastes; Establish ecological compensation mechanism to promote the protection of water and soil resources.
