【摘要】：自2011年啟動(dòng)草原生態(tài)保護(hù)補(bǔ)助獎(jiǎng)勵(lì)的各項(xiàng)政策措施以來,從政府公布的宏觀層面信息來看,政策實(shí)施已經(jīng)帶來了一定的預(yù)期效果。但一些學(xué)者和政府部門在調(diào)研中發(fā)現(xiàn),部分地區(qū)草原生態(tài)補(bǔ)獎(jiǎng)?wù)邔?shí)施中仍存在很多問題,如草原生態(tài)補(bǔ)償標(biāo)準(zhǔn)問題,政策持續(xù)性問題,政策過分簡(jiǎn)單化、缺乏動(dòng)態(tài)調(diào)整機(jī)制,監(jiān)管力度小等問題。在草原生態(tài)補(bǔ)獎(jiǎng)?wù)咭黄陧?xiàng)目即將結(jié)束時(shí),選取了內(nèi)蒙古西部烏拉特后旗進(jìn)行實(shí)證研究,對(duì)生態(tài)獎(jiǎng)補(bǔ)政策在方案選擇、實(shí)施效果和遇到的問題進(jìn)行總結(jié)和梳理,對(duì)草原生態(tài)補(bǔ)償政策的完善提出有針對(duì)性的改進(jìn)建議。
[Abstract]:Since the policies and measures of grassland ecological protection subsidy incentives were launched in 2011, from the macro level information released by the government, the implementation of the policy has brought certain expected results.However, some scholars and government departments have found that there are still many problems in the implementation of grassland ecological compensation policy in some areas, such as grassland ecological compensation standard, policy sustainability, policy oversimplification and lack of dynamic adjustment mechanism.Supervision is small and so on.At the end of the first phase of the grassland ecological award policy project, the paper selects the western Inner Mongolia Wulat Houqi to carry on the empirical research, sums up and combs the ecological award compensation policy in the scheme choice, the implementation effect and the question encountered.To the grassland ecological compensation policy consummation puts forward the pertinence improvement suggestion.
