【摘要】：中國水資源的日益短缺加快了政府推進農業(yè)水價綜合改革的步伐,繼而實現(xiàn)農業(yè)節(jié)水的目標。通過闡述安徽六安市農業(yè)水價綜合改革試點區(qū)的改革現(xiàn)狀及取得的成效,分析了目前農業(yè)水價綜合改革中存在的農業(yè)水權轉讓或回購難以實現(xiàn)、田間基礎設施落后、灌溉定額難以統(tǒng)一、資金補貼難以維持等問題,并在此基礎上提出相應的政策建議,進一步推動農業(yè)水價綜合改革。
[Abstract]:The increasing shortage of water resources in China accelerates the government to push forward the comprehensive reform of agricultural water price, and then realizes the goal of agricultural water saving.By expounding the present situation and achievements of the agricultural water price comprehensive reform pilot area in Luan City, Anhui Province, the paper analyzes that the transfer or repurchase of agricultural water right in the agricultural water price comprehensive reform at present is difficult to realize, and the field infrastructure is backward.The irrigation quota is difficult to unify and the fund subsidy is difficult to maintain. On this basis, the corresponding policy suggestions are put forward to further promote the comprehensive reform of agricultural water price.
