【摘要】：黑龍江省正處在由傳統(tǒng)農(nóng)業(yè)向高產(chǎn)、優(yōu)質(zhì)、高效、生態(tài)、安全的現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變的關(guān)鍵期,迫切需要針對現(xiàn)代農(nóng)業(yè)的科學(xué)化、集約化、商品化和產(chǎn)業(yè)化以及特色農(nóng)業(yè)、設(shè)施農(nóng)業(yè)、創(chuàng)匯農(nóng)業(yè)、都市觀光農(nóng)業(yè)等新興農(nóng)業(yè)產(chǎn)業(yè)的發(fā)展,開展全方位、精細(xì)化的農(nóng)業(yè)氣象服務(wù)。農(nóng)業(yè)氣象服務(wù)體系的建設(shè)將大大增強(qiáng)農(nóng)業(yè)氣象服務(wù)農(nóng)業(yè)生產(chǎn)的能力。本文重點(diǎn)研究黑龍江省農(nóng)業(yè)氣象服務(wù)體系的建設(shè),為黑龍江省農(nóng)業(yè)氣象服務(wù)體系的創(chuàng)建和創(chuàng)新提供一定的借鑒。本文以黑龍江省農(nóng)業(yè)氣象服務(wù)體系建設(shè)為主線,對黑龍江省農(nóng)業(yè)氣象服務(wù)存在的問題進(jìn)行了深入分析。本文提出了服務(wù)體系建設(shè)研究的重要背景及意義,闡述了有關(guān)農(nóng)業(yè)氣象服務(wù)的相關(guān)概念,介紹了國內(nèi)外農(nóng)業(yè)氣象服務(wù)研究現(xiàn)狀。從農(nóng)業(yè)氣象服務(wù)概念的界定和農(nóng)業(yè)氣象服務(wù)體系的內(nèi)涵特征,對黑龍江省農(nóng)業(yè)氣象服務(wù)體系進(jìn)行構(gòu)建,黑龍江省農(nóng)業(yè)氣象服務(wù)體系包括黑龍江省農(nóng)業(yè)氣象服務(wù)業(yè)務(wù)體系和保障體系兩部分。通過對黑龍江省農(nóng)業(yè)氣象服務(wù)現(xiàn)狀分析,剖析了黑龍江省農(nóng)業(yè)氣象服務(wù)存在的問題,提出了黑龍江省農(nóng)業(yè)氣象服務(wù)體系實(shí)施策略,即提高對服務(wù)體系的認(rèn)知度,提高農(nóng)業(yè)氣象服務(wù)業(yè)務(wù)的現(xiàn)代化水平,將服務(wù)體系建設(shè)融入到“三農(nóng)”工作中,建立服務(wù)體系建設(shè)長效機(jī)制,提升服務(wù)體系建設(shè)內(nèi)涵、加強(qiáng)服務(wù)體系各區(qū)域協(xié)調(diào)發(fā)展等六方面策略。
[Abstract]:Heilongjiang Province is in a critical period of transition from traditional agriculture to modern agriculture with high yield, high quality, high efficiency, ecology and safety. It is urgent to aim at the scientific, intensive, commercialized and industrialized modern agriculture, as well as characteristic agriculture and facility agriculture. The development of emerging agricultural industries, such as foreign exchange earning agriculture, urban tourism agriculture, and so on, has been carried out in all directions. Fine agrometeorological service. The construction of agrometeorological service system will greatly enhance the agricultural production ability of agrometeorological service. This paper focuses on the construction of agrometeorological service system in Heilongjiang Province. To provide some reference for the establishment and innovation of agricultural meteorological service system in Heilongjiang Province. This paper takes the construction of agricultural meteorological service system in Heilongjiang Province as the main line. The problems existing in agrometeorological service in Heilongjiang Province are analyzed in depth. The important background and significance of the research on service system construction are put forward in this paper, and the related concepts of agrometeorological service are expounded. This paper introduces the present research situation of agricultural meteorological service at home and abroad. From the definition of the concept of agricultural meteorological service and the connotation characteristics of agricultural meteorological service system, the agricultural meteorological service system of Heilongjiang Province is constructed. The agricultural meteorological service system of Heilongjiang Province includes two parts: the operational system of agricultural meteorological service in Heilongjiang Province and the guarantee system. By analyzing the present situation of agricultural meteorological service in Heilongjiang Province, the problems of agricultural meteorological service in Heilongjiang Province are analyzed. The implementation strategy of agricultural meteorological service system in Heilongjiang Province is put forward, that is, to improve the recognition of service system, to improve the modernization level of agricultural meteorological service business, and to integrate the construction of service system into the work of "agriculture, rural areas and farmers". It is necessary to establish a long-term mechanism of service system construction, to enhance the connotation of service system construction and to strengthen the coordinated development of each region of service system.
