【摘要】：農(nóng)田水利設(shè)施是農(nóng)村土地經(jīng)營的關(guān)鍵基礎(chǔ)設(shè)施,其管護(hù)效果關(guān)系到糧食安全和農(nóng)村經(jīng)濟(jì)發(fā)展。隨著農(nóng)地"三權(quán)分置"辦法實(shí)施,放活經(jīng)營權(quán)更需要提高農(nóng)田水利設(shè)施管護(hù)水平�；谵r(nóng)地家庭聯(lián)產(chǎn)承包責(zé)任制下農(nóng)田水利設(shè)施管護(hù)現(xiàn)狀,剖析農(nóng)地"三權(quán)分置"可能給農(nóng)田水利設(shè)施管護(hù)帶來的影響,提出"三權(quán)分置"背景下農(nóng)田水利設(shè)施管護(hù)模式,包括以專業(yè)化為特征的"管養(yǎng)分離"模式、"村級五位一體"管護(hù)模式、專業(yè)大戶和家庭農(nóng)場主導(dǎo)的用水協(xié)會管護(hù)模式、農(nóng)民專業(yè)合作社和農(nóng)業(yè)企業(yè)管護(hù)模式。新的管護(hù)模式能夠改善以往管護(hù)模式的不足,充分發(fā)揮新型農(nóng)業(yè)經(jīng)營主體的作用,提高農(nóng)田水利設(shè)施管護(hù)水平,推動農(nóng)業(yè)適度規(guī)模經(jīng)營。
[Abstract]:Farmland and water conservancy facilities are the key infrastructure for rural land management, and their management effects are related to food security and rural economic development. It is necessary to improve the management and protection level of irrigation and water conservancy facilities. Based on the present situation of farmland household contract responsibility system, this paper analyzes the possible impact of the "three rights separation" of farmland on the management and protection of farmland water conservancy facilities. This paper puts forward the management and protection mode of irrigation and water conservancy facilities under the background of "three rights separation", including the "management and maintenance separation" mode characterized by specialization, the "village level five-in-one" management and protection mode, and the management and protection mode of water use associations dominated by professional large households and family farms. The new management mode can improve the deficiency of the previous management mode, give full play to the role of the new agricultural management main body, improve the management level of irrigation and water conservancy facilities, and promote the moderate scale management of agriculture.
