【摘要】：文章基于利益相關(guān)者綜合制衡的視角,從歷史演進(jìn)和現(xiàn)實(shí)對比兩個(gè)層面系統(tǒng)考察農(nóng)田水利設(shè)施特性、治理模式與治理效率之間的因果路徑。結(jié)果表明,農(nóng)田水利治理模式的選擇會(huì)在很大程度上影響其治理效率,建立利益相關(guān)者協(xié)同治理模式是真正以效率為導(dǎo)向的優(yōu)化選擇。
[Abstract]:Based on the perspective of stakeholders' comprehensive checks and balances, this paper systematically examines the causal path between the characteristics of farmland and water conservancy facilities, the governance model and the governance efficiency from the two levels of historical evolution and realistic comparison. The selection of irrigation and water conservancy governance mode will affect its governance efficiency to a great extent, and the establishment of stakeholder cooperative governance model is a truly efficiency-oriented optimization choice.
