【摘要】：南宋江南圩田開發(fā)中,政府公共職能發(fā)揮極其重要,其興修、管理、控制職能,不同時期體現(xiàn)不同。高宗時期,主要體現(xiàn)在興修上,而管理和控制是欠缺的,以解決政權(quán)穩(wěn)固、財政和民生問題。孝宗、光宗時期,以管理和控制為主,以緩解圩田水旱災(zāi)害。寧宗以后時期,政府放棄兼顧民生的圩田政策,再度采取偏重租課的圩田政策,管理圍繞圩田租課進(jìn)行,控制是圩田開掘和放任勢家重新圍田并行。南宋江南圩田開發(fā)中的政府公共職能發(fā)揮特點(diǎn):南宋政府圩田政策和實(shí)踐活動的出發(fā)點(diǎn)是增加財政收入;重興修而輕管理和控制;對私人濫開圩田控制不足;圩田興修與水利建設(shè)結(jié)合不夠等。由于政府公共職能發(fā)揮不足,江南圩田特別是太湖流域圩田開發(fā)失控,使生態(tài)破壞嚴(yán)重,水旱災(zāi)害頻發(fā)。
