【摘要】：土地資源是人類賴以生存和發(fā)展的基礎,關系到國家的安全與穩(wěn)定。耕地資源的減少成了制約農產品的產出和經濟發(fā)展的主要因素。本研究結合長春經濟技術開發(fā)區(qū)的社會經濟發(fā)展與生態(tài)建設,對區(qū)域內的耕地保護現(xiàn)狀進行調查,將調查數(shù)據統(tǒng)計歸類,分析整理,提出耕地保護中出現(xiàn)的問題及原因,并且針對現(xiàn)行的耕地保護補償機制進行研究,從補償?shù)闹黧w、對象、資金、方式等方面探討目前經開區(qū)耕地保護補償制度存在的主要問題。綜合研究結果進行分析,提出合理的耕地保護補償市場機制,為經濟開發(fā)區(qū)耕地資源保護與補償提供科學依據,同時為經濟開發(fā)區(qū)經濟的可持續(xù)發(fā)展奠定良好的基礎。研究結果如下:1、長春經濟技術開發(fā)區(qū)的耕地資源不斷減少,土地利用效率較低。關于建議提高土地利用率,首先開展對土地利用總體規(guī)劃實施的評價和修編,發(fā)揮土地利用總體規(guī)劃的宏觀調控作用,用法律確立土地保護的權威性;因地制宜、循序漸進,合理農林牧漁等用地,建立起耕地保有量、基本農田保護的生態(tài)退耕的規(guī)劃布局;利用國內外的先進手段和培育技術,增加耕地的反復種植指數(shù),有效提高農業(yè)土地利用率。2、長春經濟技術開發(fā)區(qū)關于耕地保護的法律法規(guī)以及相關制度不健全。應建立健全耕地保護制度相關法律法規(guī),健全土地資源基本管理制度;實行民眾公開聽證制度;開發(fā)耕地保護動態(tài)監(jiān)測系統(tǒng);建立比較集中的土地管理體制;引入社會監(jiān)督和完善司法機制;在農村實施完善的農村集體土地產權制度;繼續(xù)深入開展土地市場管理整頓和建立土地監(jiān)管體系,建立健全耕地保護獎懲制度。3、政府和人民耕地保護意識薄弱。建議開展國情國策教育,樹立耕地保護意識。為了為了推進耕地保護工作,強化耕地資源資產觀、堅持耕地有效需求觀、引入耕地征用市場觀和革新耕地資源責任觀。實行最嚴格的土地管理制度,達到靈活的管理、嚴格的制約、高效的利用資源和有效的節(jié)約開支。4、從開發(fā)區(qū)目前土地征收情況來看,應繼續(xù)堅持可持續(xù)發(fā)展戰(zhàn)略,依據生態(tài)、社會、經濟協(xié)調發(fā)展的理論,推進土地整理復墾工作,確保開發(fā)區(qū)耕地總量動態(tài)平衡目標的實現(xiàn)。5、采取一系列生物措施,并利用現(xiàn)代農業(yè)的高科技手段,開發(fā)非耕地農業(yè),解決耕地資源不足的問題,間接的解決耕地與經濟發(fā)展的矛盾問題。
[Abstract]:Land resources are the basis for human survival and development. The reduction of cultivated land resources has become the main factor restricting the output and economic development of agricultural products. This study combines the social and economic development and ecological construction of Changchun Economic and technological Development Zone. This paper investigates the present situation of cultivated land protection in the region, classifies and classifies the survey data, analyzes and arranges the problems and causes in cultivated land protection, and studies the current compensation mechanism of cultivated land protection from the main body and the object of compensation. This paper discusses the main problems existing in the current cultivated land protection and compensation system in the open area from the aspects of funds and methods. The comprehensive research results are analyzed, and a reasonable market mechanism of cultivated land protection and compensation is put forward. It provides a scientific basis for the protection and compensation of cultivated land resources in economic development zones and lays a good foundation for the sustainable economic development of economic development zones.
