【摘要】：耕地整理是補(bǔ)充耕地、提高耕地質(zhì)量的重要手段,不但可以增加耕地面積,提升耕地質(zhì)量,同時(shí)也有利于實(shí)現(xiàn)耕地占補(bǔ)平衡目標(biāo),起到積極推動(dòng)作用。本研究以福建省三明市尤溪縣新陽(yáng)鎮(zhèn)2012年綜合耕地整理項(xiàng)目作為研究對(duì)象,評(píng)定因子及權(quán)重主要沿用上一輪的研究成果,即先選用特爾菲法結(jié)合層次分析法來(lái)確定,后利用ARCGIS軟件計(jì)算耕地整理區(qū)域內(nèi)評(píng)價(jià)單元建設(shè)前后的綜合分值變化,并依據(jù)所得分值對(duì)耕地質(zhì)量進(jìn)行等別進(jìn)行劃分,同時(shí)與項(xiàng)目區(qū)整理前的耕地質(zhì)量進(jìn)行對(duì)比分析,從而獲得項(xiàng)目區(qū)域內(nèi)整理前后的耕地質(zhì)量變化情況。研究結(jié)果表明,新陽(yáng)鎮(zhèn)2012年綜合耕地整理項(xiàng)目實(shí)施后,新增耕地面積6.4公頃,其中新增耕地的國(guó)家自然等別主要為5-9等;國(guó)家利用等主要分布在8-11等;國(guó)家經(jīng)濟(jì)等主要分布在8-11等。經(jīng)統(tǒng)計(jì)分析可知,影響項(xiàng)目區(qū)新增耕地的主要因素為有效土層厚度及田間道路通達(dá)度,建議未來(lái)可通過(guò)平整土地、增加有效土層厚度,提高項(xiàng)目區(qū)內(nèi)田間道路通達(dá)度等方式提高新增耕地的耕地質(zhì)量。尤溪縣新陽(yáng)鎮(zhèn)2012年綜合耕地整理項(xiàng)目進(jìn)行質(zhì)量建設(shè)耕地面積為121.86公頃,建設(shè)后耕地的國(guó)家自然等集中分布在5-7等,其中5、6等地面積較建設(shè)前均有增加,7、8等地面積有所減少,9等地面積少量增加;建設(shè)前后耕地國(guó)家利用等均主要在8、9等地之間分布,其中8等地面積擴(kuò)大,而9-11等地面積相應(yīng)地減少;建設(shè)前后耕地國(guó)家經(jīng)濟(jì)等均集中分布在8-10等地,其中8等地面積有所增加,9-11等地面積有小量減少,建設(shè)后增加了少量12等地的面積。對(duì)質(zhì)量建設(shè)區(qū)域的評(píng)定因素分值進(jìn)行統(tǒng)計(jì)分析可知:項(xiàng)目區(qū)域內(nèi)耕地質(zhì)量質(zhì)量提升主要是有效土層厚度、地形坡度、灌溉保證率以及田間道路通達(dá)度等因素提高造成的,這表明土地平整、客土措施以及適當(dāng)?shù)霓r(nóng)田水利設(shè)施建設(shè)有助于耕地質(zhì)量提高。
[Abstract]:Arable land consolidation is an important means to supplement cultivated land and improve cultivated land quality. It can not only increase the area of cultivated land and improve the quality of cultivated land, but also help to achieve the goal of balance between occupation and compensation of cultivated land. This study takes Xinyang Town, Youxi County, Sanming City, Fujian Province in 2012 as the research object. The evaluation factors and weights mainly follow the previous research results. That is to say, the Delphi method combined with the Analytic hierarchy process (AHP) is first used to determine, then the comprehensive score changes before and after the construction of the evaluation unit in the cultivated land consolidation area are calculated by using ARCGIS software, and the cultivated land quality is classified according to the obtained scores. At the same time, the quality of cultivated land before and after the consolidation of the project area is compared and analyzed to obtain the change of cultivated land quality before and after the consolidation of the project area. The research results show that after the implementation of the comprehensive farmland consolidation project in Xinyang Town in 2012, The area of new cultivated land is 6.4 hectares, of which the national natural category is mainly 5-9, the national utilization is mainly 8-11, and the national economy is mainly 8-11. The main factors affecting the new cultivated land in the project area are the effective soil layer thickness and the field road accessibility. It is suggested that the effective soil layer thickness can be increased by leveling the land in the future. In 2012, the comprehensive cultivated land consolidation project in Xinyang, Youxi County, carried out a comprehensive cultivated land area of 121.86 hectares. The national natural distribution of cultivated land after construction is 5-7, in which the area of 5, 6 and so on has increased compared with that before construction, and the area of such land as 7, 7, 8, and so on has decreased, and the area of land used by the country before and after construction has been mainly distributed between 8 / 9 and 9, and so on. Among them, the area of 8 and so on has expanded, while the area of land such as 9-11 has been reduced accordingly. Before and after the construction of the land, the national economy of the cultivated land is concentrated in 8-10, and the area of the eighth class of land has increased and the area of the other areas, such as 9-11, has decreased in a small amount. After the construction, the area of a small amount of land, such as 12, was increased. The statistical analysis of the evaluation factor score of the quality construction area shows that the quality improvement of cultivated land in the project area is mainly due to the effective soil layer thickness, topographic slope, and so on. The improvement of irrigation guarantee rate and field road accessibility shows that land leveling, measures and construction of irrigation and water conservancy facilities are helpful to improve the quality of cultivated land.
