【摘要】：隨著秦皇島市經(jīng)濟(jì)的快速發(fā)展,秦皇島市的農(nóng)村也得到了全面的發(fā)展,但是經(jīng)濟(jì)的發(fā)展也帶來(lái)了一系列的問(wèn)題,最為突出的就是農(nóng)村的環(huán)境污染問(wèn)題。農(nóng)村的環(huán)境污染問(wèn)題,一方面,對(duì)農(nóng)村地區(qū)的長(zhǎng)期發(fā)展產(chǎn)生了阻礙;另一方面,對(duì)城市的可持續(xù)發(fā)展也形成了制約。本文通過(guò)實(shí)地調(diào)研、資料收集與整理,確定了秦皇島市農(nóng)村環(huán)境污染中現(xiàn)存的三大主要污染源:農(nóng)村農(nóng)業(yè)面源污染、農(nóng)村點(diǎn)源污染以及農(nóng)村生活垃圾造成的環(huán)境污染。結(jié)合農(nóng)村環(huán)境問(wèn)題產(chǎn)生的背景,從政府、企業(yè)、農(nóng)民自身三個(gè)方面,不同角度進(jìn)行了分析,認(rèn)為造成秦皇島市農(nóng)村環(huán)境污染的原因一是地方政府政策、機(jī)制、資金方面存在的問(wèn)題;二是部分企業(yè)盲目追求經(jīng)濟(jì)利益忽視環(huán)境,生產(chǎn)技術(shù)的落后影響環(huán)境以及企業(yè)淡薄的環(huán)保法制觀念阻礙環(huán)境保護(hù);三是農(nóng)民落后的文化、意識(shí)、生活觀念等導(dǎo)致了環(huán)境的污染。農(nóng)村環(huán)境污染產(chǎn)生的傷害主要包括:危及人體健康;降低農(nóng)副產(chǎn)品質(zhì)量,影響食品安全;制約農(nóng)村生態(tài)環(huán)境構(gòu)建進(jìn)程;阻礙城鄉(xiāng)統(tǒng)籌發(fā)展等。在以上分析的基礎(chǔ)上,探討了秦皇島市農(nóng)村環(huán)境治理的基本原則與政策措施,認(rèn)為秦皇島市農(nóng)村環(huán)境污染治理過(guò)程中應(yīng)堅(jiān)持以人為本的原則、堅(jiān)持政府主導(dǎo)和社會(huì)參與的原則、堅(jiān)持經(jīng)濟(jì)效益與生態(tài)效益相結(jié)合的原則。政府是環(huán)境污染治理的根本力量,政府在應(yīng)對(duì)環(huán)境污染方面,應(yīng)當(dāng)加強(qiáng)領(lǐng)導(dǎo)對(duì)環(huán)保工作的重視,提高環(huán)境保護(hù)的認(rèn)識(shí);加強(qiáng)環(huán)保宣傳,營(yíng)造環(huán)保氛圍,增強(qiáng)群體環(huán)境衛(wèi)生意識(shí);加大環(huán)保教育培訓(xùn),提升廣大干部及群眾的環(huán)保素養(yǎng);加強(qiáng)政府監(jiān)管,健全環(huán)保法規(guī),完善環(huán)保制度;加強(qiáng)各部門的組織協(xié)調(diào),形成有效的環(huán)保機(jī)制;增加環(huán)保資金投入,依靠技術(shù)治理環(huán)境污染;加大依法監(jiān)管力度,全面落實(shí)法律法規(guī);總結(jié)實(shí)地狀況,借鑒成功經(jīng)驗(yàn)解決實(shí)際問(wèn)題。針對(duì)秦皇島市農(nóng)村環(huán)境污染問(wèn)題探究出來(lái)的具體對(duì)策及措施在實(shí)踐過(guò)程中具有一定的指導(dǎo)意義,同時(shí),對(duì)于新農(nóng)村及城鎮(zhèn)化建設(shè)過(guò)程中環(huán)境污染的治理問(wèn)題都有推動(dòng)作用。
[Abstract]:With the rapid economic development of Qinhuangdao City, the rural areas of Qinhuangdao City have also been comprehensively developed, but the economic development has also brought a series of problems, the most prominent of which is the environmental pollution problem in rural areas. On the one hand, it hinders the long-term development of rural areas; on the other hand, it restricts the sustainable development of cities. Three major sources of environmental pollution in the rural areas of Qinhuangdao City are determined: rural agricultural non-point source pollution, rural point source pollution and environmental pollution caused by rural domestic waste. Three aspects of farmers themselves are analyzed from different angles. It is concluded that the causes of environmental pollution in Qinhuangdao's rural areas are, first, the problems in local government policies, mechanisms and funds; second, the blind pursuit of economic interests by some enterprises and the neglect of the environment. The backward production technology affects the environment and the weak concept of the legal system of environmental protection in enterprises hinders the protection of the environment; third, the backward culture and consciousness of farmers, The harm caused by environmental pollution in rural areas includes: endangering human health, reducing the quality of agricultural and sideline products, affecting food safety, restricting the construction process of rural ecological environment; On the basis of the above analysis, this paper discusses the basic principles and policy measures of the rural environmental control in Qinhuangdao, and holds that the principle of people-oriented should be adhered to in the process of controlling the rural environmental pollution in Qinhuangdao. Adhere to the principle of government leading and social participation, adhere to the principle of combining economic benefits with ecological benefits. The government is the fundamental force of environmental pollution control. In dealing with environmental pollution, the government should pay more attention to environmental protection work. To enhance the awareness of environmental protection; to strengthen environmental protection publicity, to create an environment friendly atmosphere and to enhance the environmental hygiene awareness of the community; to increase environmental protection education and training, to enhance the environmental quality of the broad masses of cadres and the masses; to strengthen government supervision and improve environmental protection laws and regulations; To improve the environmental protection system; to strengthen the organization and coordination of various departments to form an effective environmental protection mechanism; to increase investment in environmental protection funds and to rely on technology to control environmental pollution; to step up legal supervision and comprehensive implementation of laws and regulations; and to sum up the situation on the ground. The concrete countermeasures and measures to solve the environmental pollution problem in Qinhuangdao City have some guiding significance in the process of practice, at the same time, For the new countryside and urbanization in the process of environmental pollution control has a role in promoting.
