【摘要】：本文通過對1992-2013年我國農(nóng)產(chǎn)品貿(mào)易與農(nóng)業(yè)環(huán)境的相關(guān)數(shù)據(jù)進(jìn)行時間序列分析發(fā)現(xiàn),我國農(nóng)產(chǎn)品貿(mào)易與農(nóng)業(yè)環(huán)境在長期和短期均存在一定的均衡關(guān)系和雙向動態(tài)影響。盡管我國農(nóng)業(yè)環(huán)境對農(nóng)產(chǎn)品貿(mào)易的影響程度和解釋力遜色于農(nóng)產(chǎn)品貿(mào)易對農(nóng)業(yè)環(huán)境的影響程度,但總體來看,農(nóng)業(yè)環(huán)境對農(nóng)產(chǎn)品貿(mào)易存在一個反向調(diào)節(jié)的趨勢,即環(huán)境改善會促進(jìn)貿(mào)易發(fā)展,而環(huán)境污染會抑制貿(mào)易發(fā)展。目前我國尚缺乏一個包含環(huán)境約束的有效市場機(jī)制和價格調(diào)節(jié)手段,所以在環(huán)境保護(hù)方面常常出現(xiàn)先破壞再補救的惡性循環(huán),因此也難以實現(xiàn)農(nóng)業(yè)環(huán)境對農(nóng)產(chǎn)品貿(mào)易的良性反調(diào)節(jié)作用。對此,應(yīng)利用價格調(diào)節(jié)手段以更好地實現(xiàn)農(nóng)業(yè)環(huán)境外部效應(yīng)內(nèi)部化。在政策制定上,堅持生產(chǎn)力與環(huán)境承載力相匹配、政府指導(dǎo)與市場機(jī)制相結(jié)合的原則,建立公平公正、獎懲分明的市場環(huán)境。
[Abstract]:This paper makes a time series analysis of agricultural trade and agricultural environment in China from 1992 to 2013. There is a certain equilibrium relationship and bidirectional dynamic influence between agricultural products trade and agricultural environment in the long and short term. Although the impact of agricultural environment on agricultural trade is inferior to that of agricultural trade on agriculture. Environmental impact. But generally speaking, agricultural environment has a trend of reverse adjustment to agricultural trade, that is, environmental improvement will promote the development of trade. However, environmental pollution will inhibit the development of trade. At present, our country still lacks an effective market mechanism and price regulation means which contains environmental constraints, so there is often a vicious circle of destroying and then remediation in environmental protection. Therefore, it is difficult to realize the positive anti-regulation effect of agricultural environment on agricultural products trade. Therefore, we should use price regulation to internalize the external effects of agricultural environment and make policies. We should adhere to the principle of matching productivity with environmental carrying capacity, combine government guidance with market mechanism, and establish a fair and just market environment with clear rewards and punishments.
