常德市西洞庭區(qū)農(nóng)村水利管理人員績(jī)效考核體系研究

【摘要】:“水是生命之源、生產(chǎn)之要、生態(tài)之基!2011的中央一號(hào)文件《中共中央國(guó)務(wù)院關(guān)于加快水利改革發(fā)展的決定》把水的問(wèn)題提到了前所未有的戰(zhàn)略高度!稕Q定》指出,“加快水利改革發(fā)展,不僅事關(guān)農(nóng)業(yè)農(nóng)村發(fā)展,而且事關(guān)經(jīng)濟(jì)社會(huì)發(fā)展全局;不僅關(guān)系到防洪安全、供水安全、糧食安全,而且關(guān)系到經(jīng)濟(jì)安全、生態(tài)安全、國(guó)家安全!奔涌焖聵I(yè)改革發(fā)展,已經(jīng)成為事關(guān)現(xiàn)代化建設(shè)全局和中華民族長(zhǎng)遠(yuǎn)發(fā)展重大而緊迫的戰(zhàn)略任務(wù)。為全面落實(shí)中央關(guān)于水利改革發(fā)展的決策部署。2014年1月水利部發(fā)布了《水利部關(guān)于深化水利改革的指導(dǎo)意見》,以推動(dòng)水利重要領(lǐng)域和關(guān)鍵環(huán)節(jié)的改革攻堅(jiān)!兑庖姟诽岢,要逐步推行工程建設(shè)管理、運(yùn)行管理、維修養(yǎng)護(hù)、技術(shù)服務(wù)等水利公共服務(wù)向社會(huì)力量購(gòu)買,研究制定政府購(gòu)買水利公共服務(wù)的指導(dǎo)性目錄,明確購(gòu)買服務(wù)的種類、性質(zhì)和內(nèi)容,以及承接主體的要求和績(jī)效評(píng)價(jià)標(biāo)準(zhǔn)。隨著水利工程管理體制改革的深入,水利工程管理單位特別是農(nóng)村基礎(chǔ)水利管理單位在計(jì)劃經(jīng)濟(jì)下形成的績(jī)效考核體制,已不能適應(yīng)現(xiàn)階段我國(guó)經(jīng)濟(jì)的發(fā)展要求,通過(guò)體制創(chuàng)新,建立現(xiàn)代績(jī)效考核管理體系已經(jīng)成為大勢(shì)所趨。本文根據(jù)現(xiàn)代人力資源管理理論,特別是績(jī)效考核管理理論和方法,對(duì)常德市西洞庭區(qū)農(nóng)村水利管理人員傳統(tǒng)的考核體系進(jìn)行深入的分析和研究的基礎(chǔ)上,將先進(jìn)的單位績(jī)效考核方法合理科學(xué)地運(yùn)用于常德市西洞庭區(qū)水管單位的績(jī)效考核中,對(duì)農(nóng)村水利管理人員的績(jī)效考核體系進(jìn)行分析研究,希望對(duì)本區(qū)農(nóng)村水利管理人員的績(jī)效考核的深化改革有所幫助。文章分為三個(gè)部分:一是通過(guò)對(duì)農(nóng)村水利工程管理人員績(jī)效考核中存在的主要問(wèn)題,分析了原因,得出:績(jī)效考核未能引起充分重視,部門負(fù)責(zé)人對(duì)績(jī)效考核定位模糊,績(jī)效考核流程主觀性強(qiáng),績(jī)效考核和績(jī)效考核選擇不當(dāng)?shù)仍虻倪B接性不強(qiáng)。二是通過(guò)農(nóng)村水利工程管理人員分析的崗位職責(zé),基于KPI績(jī)效評(píng)價(jià)指標(biāo)體系,農(nóng)村水利管理人員的績(jī)效模糊綜合評(píng)價(jià)。建立了系統(tǒng)之后,關(guān)鍵在于落實(shí)和順利實(shí)施農(nóng)村水利工程管理人員績(jī)效評(píng)價(jià)的主要依靠工作人員的安全,培訓(xùn)和組織保障措施的三個(gè)方面。三,通過(guò)理論分析和實(shí)證研究,在西洞庭湖區(qū)水系統(tǒng)應(yīng)用所建立的文字績(jī)效考核體系,并建立保障。
[Abstract]:"Water is the source of life and the key to production. "speeding up the development of water conservancy reform is not only related to the development of agricultural and rural areas, but also to the overall situation of economic and social development; It is not only related to the safety of flood control, water supply and food, but also related to economic security, ecological security and national security. "accelerate the reform and development of water conservancy. It has become an important and urgent strategic task concerning the overall situation of modernization construction and the long-term development of the Chinese nation. In January 2014, the Ministry of Water Resources issued the "Water Conservancy" in order to fully implement the Central Committee's decision on water conservancy reform and development. The Ministry's guiding opinions on deepening Water Conservancy Reform. In order to push forward the reform of important fields and key links of water conservancy, it is proposed that the public services of water conservancy, such as project construction management, operation management, maintenance and maintenance, and technical services, should be purchased from social forces. This paper studies and formulates the guiding catalogue of government purchase of public water conservancy services, defines the types, nature and content of the services purchased, as well as the requirements and performance evaluation criteria of the undertaking subjects. With the deepening of the reform of the management system of water conservancy projects. The performance appraisal system formed by the water conservancy project management units, especially the rural basic water conservancy management units, under the planned economy, has been unable to meet the requirements of the economic development in our country at the present stage, and has been innovated through the system. The establishment of modern performance appraisal management system has become the trend of the times. This paper based on the modern human resources management theory, especially the performance appraisal management theory and methods. On the basis of in-depth analysis and research on the traditional assessment system of rural water conservancy managers in Xidongting District of Changde City. This paper applies the advanced unit performance appraisal method to the performance appraisal of water management unit in West Dongting District of Changde City reasonably and scientifically, and analyzes and studies the performance appraisal system of rural water conservancy management personnel. The paper is divided into three parts: the first is the main problems in the performance appraisal of rural water conservancy managers. Analysis of the reasons, it is concluded that: performance appraisal is not enough attention, the department head of the performance appraisal positioning is vague, performance appraisal process is strong subjectivity. Performance appraisal and improper performance appraisal selection is not strong connectivity. Second, through the analysis of the post responsibilities of rural water conservancy project managers, based on the KPI performance evaluation index system. After the establishment of the system, the key lies in the implementation and smooth implementation of the performance evaluation of rural water conservancy managers mainly depends on the safety of the staff. Third, through theoretical analysis and empirical research, the text performance evaluation system established in the application of the water system in the West Dongting Lake region is established, and the guarantee is established.
