A化工企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目采購(gòu)管理研究

【摘要】：項(xiàng)目采購(gòu)管理是項(xiàng)目管理中一個(gè)重要環(huán)節(jié),它幾乎貫穿整個(gè)項(xiàng)目生命周期,項(xiàng)目采購(gòu)管理模式直接影響項(xiàng)目管理的模式和項(xiàng)目合同類型,加強(qiáng)采購(gòu)管理對(duì)保證項(xiàng)目的圓滿完成意義重大。項(xiàng)目采購(gòu)管理在我國(guó)的研究與實(shí)踐起步較晚,與世界水平有很大的差異。近些年來(lái),隨著國(guó)際國(guó)內(nèi)形勢(shì)的發(fā)展,隨著我國(guó)國(guó)際合作項(xiàng)目的廣泛開展,提高項(xiàng)目采購(gòu)管理的水平已經(jīng)是迫在眉睫。A化工企業(yè)是中國(guó)化工集團(tuán)公司旗下所屬中國(guó)化工農(nóng)化總公司的全資子公司。為了提高管理水平,增強(qiáng)企業(yè)競(jìng)爭(zhēng)力,集團(tuán)公司于2006年12月與國(guó)際著名的源訊公司簽署了合作協(xié)議,開始在其旗下所有公司中全面實(shí)施信息化推廣工作。為滿足集團(tuán)公司信息化建設(shè)的需要,A化工企業(yè)必須對(duì)原有的網(wǎng)絡(luò)機(jī)房進(jìn)行重新建設(shè)。筆者在A企業(yè)進(jìn)行實(shí)踐鍛煉時(shí),參與了該企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目的采購(gòu)管理,于是結(jié)合所學(xué)的項(xiàng)目管理理論知識(shí),對(duì)該工程項(xiàng)目的采購(gòu)管理進(jìn)行了研究。本文運(yùn)用項(xiàng)目管理理論和方法,通過(guò)A化工企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目的采購(gòu)案例,按照工程項(xiàng)目采購(gòu)管理的程序,對(duì)項(xiàng)目采購(gòu)的采購(gòu)規(guī)劃、招投標(biāo)管理、合同管理等內(nèi)容進(jìn)行了研究。首先,在理論研究的基礎(chǔ)上,明確工程項(xiàng)目采購(gòu)管理的程序；其次,對(duì)A化工企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目采購(gòu)管理的概況進(jìn)行描述；然后,從項(xiàng)目采購(gòu)管理組織的確定、工程說(shuō)明、項(xiàng)目采用的合同類型、項(xiàng)目采購(gòu)方式的選擇、項(xiàng)目WBS工作分解幾個(gè)方面對(duì)A化工企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目的采購(gòu)規(guī)劃進(jìn)行研究；再次,按照企業(yè)招投標(biāo)的程序,對(duì)工程項(xiàng)目詢價(jià)文件的制定、招標(biāo)詢價(jià)、評(píng)標(biāo)與定標(biāo)幾方面的內(nèi)容進(jìn)行了研究；最后,介紹了A化工企業(yè)網(wǎng)絡(luò)機(jī)房建設(shè)工程項(xiàng)目實(shí)施合同管理的具體措施和經(jīng)驗(yàn)。與此同時(shí),本文在項(xiàng)目招投標(biāo)過(guò)程中的評(píng)標(biāo)階段,結(jié)合該項(xiàng)目實(shí)施進(jìn)程,重點(diǎn)介紹了計(jì)算機(jī)輔助評(píng)標(biāo)系統(tǒng)在本項(xiàng)目中的業(yè)務(wù)功能應(yīng)用,還分析了計(jì)算機(jī)輔助評(píng)標(biāo)系統(tǒng)的意義及局限性,并對(duì)計(jì)算機(jī)輔助評(píng)標(biāo)系統(tǒng)的應(yīng)用提出了自己的見(jiàn)解。通過(guò)理論與實(shí)踐的研究,期望能對(duì)其他企業(yè)類似工程項(xiàng)目的采購(gòu)管理有一定的借鑒意義。
[Abstract]:Project procurement management is an important link in project management. It almost runs through the whole project life cycle. The project procurement management mode directly affects the project management mode and the type of project contract. Strengthening procurement management is of great significance to ensure the successful completion of the project. The research and practice of project purchasing management started late in China, which is very different from the world level. In recent years, with the development of the international and domestic situation and the extensive development of our country's international cooperation projects, It is urgent to improve the level of project purchasing management. A chemical enterprise is a wholly owned subsidiary of China Chemical Agricultural Chemical Corporation. In order to improve the management level and enhance the competitiveness of the enterprises, the Group Company signed a cooperation agreement with the internationally famous Source-Communication Company in December 2006, and began to implement the information promotion work in all its companies in an all-round way. In order to meet the need of information construction of group company, chemical enterprises must rebuild the original network computer room. The author took part in the purchasing management of the project of the construction project of the network computer room in enterprise A, and then studied the purchasing management of the project by combining the theoretical knowledge of the project management. This paper applies the project management theory and method, through A chemical enterprise network computer room construction project procurement case, according to the project procurement management procedure, the project procurement plan, the bidding management, Contract management and other contents were studied. First of all, on the basis of theoretical research, clear the process of project procurement management; secondly, describe the general situation of project procurement management in A chemical enterprise network computer room construction project; then, from the project procurement management organization determination, The project description, the contract type adopted by the project, the selection of the project procurement method, the work decomposition of the project WBS, and the purchasing planning of the construction project of the network computer room of the A chemical enterprise are studied; thirdly, according to the procedure of inviting and bidding of the enterprise, This paper makes a study on the establishment of project inquiry documents, solicitation and inquiry, bid evaluation and bidding, and finally introduces the concrete measures and experiences of contract management in the construction project of network computer room of A chemical enterprise. At the same time, this paper introduces the application of the computer aided bid evaluation system in the process of bid evaluation in the bidding process of the project, combined with the implementation process of the project. The significance and limitation of the computer-aided bid evaluation system are also analyzed, and some opinions on the application of the computer-aided bid evaluation system are put forward. Through the research of theory and practice, it is expected that it can be used for reference to the procurement management of similar engineering projects in other enterprises.
