【摘要】：加強安全生產的監(jiān)督管理是一個長遠性、持續(xù)性的過程,任何時候經濟的發(fā)展必然不能以違背安全使命為代價,這條紅線意識我們必須認清并把握好。而當今�；返氖褂梅秶鷶U大到我們生活的各個領域,從天津港8.12爆炸事件到瑞星化工泄漏事件,安全問題一次又一次給我們敲醒了警鐘。本文正是基于這樣的角度,通過文獻研究法、調查研究法、統(tǒng)計分析法、系統(tǒng)分析法對忻州市危險化學品企業(yè)進行深入研究,提出目前安全監(jiān)管中存在的問題并展開具體分析,最后提出解決問題的具體對策。忻州市危險化學品生產經營企業(yè)是在2000年以后逐步發(fā)展起來的,政府部門對其安全監(jiān)管工作也是隨著�；髽I(yè)大規(guī)模的崛起而逐步開始的。本文從行業(yè)發(fā)展、從業(yè)人員、運行體制、應急管理四個方面總結了安全監(jiān)管工作中存在的問題,即：安全生產主體責任不能有效落實；安全生產業(yè)務水平偏低；安全監(jiān)管部門工作效率低；應急救援體系不完善。從四個方面進行具體的原因分析,首先是行業(yè)發(fā)展的環(huán)境因素：企業(yè)存在著效益風險大于安全風險的主觀意識；安全生產的現實水平和人民的期望形成巨大的反差；企業(yè)違法成本低。其次,從業(yè)人員方面的因素：義務教育階段的全民安全教育沒有有效落實；從業(yè)人員后續(xù)安全培訓教育基本上流于形式；缺乏對員工嚴格的約束行為。第三,安全監(jiān)管體制因素：安全監(jiān)管人員身兼數職并且年齡老化；安全監(jiān)管工作需要大量的人力物力支持；有關安全生產法律滯后于行業(yè)的發(fā)展。第四,應急管理方面：動態(tài)的應急管理過程認識不夠深入;救援聯(lián)動機制不健全。文章最后通過構建安全監(jiān)管分析模型提出了忻州市危險化學品安全監(jiān)管改進路徑及對策建議,第一要通過切實堅決貫徹執(zhí)行以人為本的管理理念,加強企業(yè)以及安全生產過程的管理來健全危險化學品綜合管理機制；第二要通過運用系統(tǒng)管理思路建設企業(yè)文化發(fā)展方向,完善安全文化體系,督促企業(yè)建立安全文化考核機制來建立本質安全型企業(yè)文化氛圍；第三要通過注重監(jiān)管隊伍綜合能力建設,聘請專家協(xié)助進行監(jiān)管,構建三方協(xié)調機制,完善聯(lián)合執(zhí)法程序來建立危險化學品專業(yè)化監(jiān)管隊伍：第四要通過構建事前風險預防監(jiān)管機制,建立應急救援預案以及電子信息網絡平臺,通過企業(yè)風險系統(tǒng)確定檢查頻率來完善基于風險的監(jiān)管方法。
[Abstract]:It is a long and continuous process to strengthen the supervision and management of safe production. The economic development at any time must not be at the expense of violating the safety mission. We must recognize and grasp this red line consciousness. Nowadays, the use of dangerous chemicals has been extended to every field of our life, from the 8. 12 explosion in Tianjin Port to the chemical leakage of Ruixing, the safety problems have awakened us time and again. This article is based on this angle, through the literature research method, the investigation research method, the statistical analysis method, the system analysis method carries on the thorough research to the Xinzhou dangerous chemical enterprise, proposes the present safety supervision existing question and carries on the concrete analysis. Finally, the concrete countermeasures to solve the problem are put forward. The production and management enterprises of dangerous chemicals in Xinzhou have developed gradually since 2000, and the safety supervision work of government departments has started gradually with the rise of dangerous chemical enterprises on a large scale. This paper summarizes the existing problems in safety supervision from four aspects of industry development, employees, operation system and emergency management, namely: the responsibility of the main body of safety production can not be effectively carried out, the level of safety production business is on the low side; The work efficiency of safety supervision department is low; the emergency rescue system is not perfect. This paper analyzes the specific reasons from four aspects: firstly, the environmental factors of the development of the industry: the subjective consciousness that the benefit risk is greater than the safety risk, the realistic level of safety production and the expectation of the people form a huge contrast; The cost of illegal business is low. Secondly, the factors of employees: the compulsory education of national safety education has not been effectively implemented; the follow-up safety training education for employees is basically a mere formality; the lack of strict restraint to employees. Third, the system factors of safety supervision: the safety supervisor holds several posts and ages; the safety supervision needs a lot of manpower and material support; the safety production law lags behind the development of the industry. Fourth, emergency management: dynamic emergency management process understanding is not deep enough; rescue linkage mechanism is not perfect. Finally, by constructing the safety supervision analysis model, the paper puts forward the ways to improve the safety supervision of dangerous chemicals in Xinzhou City and the countermeasures and suggestions. First, we must carry out the people-oriented management concept. Strengthening the management of enterprises and safe production processes to improve the integrated management mechanism of hazardous chemicals; The second is to construct the development direction of enterprise culture, perfect the system of safety culture and urge enterprises to establish the culture atmosphere of intrinsically safe enterprise by using the thought of systematic management. Third, by paying attention to the comprehensive capacity-building of the supervisory team, hiring experts to assist in supervision and establishing a tripartite coordination mechanism, Improve joint law enforcement procedures to establish specialized hazardous chemicals regulatory teams: fourth, through the establishment of a pre-risk prevention regulatory mechanism, the establishment of emergency rescue plans and electronic information network platform, The inspection frequency is determined by the enterprise risk system to perfect the risk-based supervision method.
