【摘要】：項目后評價是項目生命周期中必不可缺少的重要環(huán)節(jié)。在項目投資完成以后,通過對項目前期工作、項目建設(shè)實施、生產(chǎn)運行、影響與可持續(xù)性等方面,進行全面系統(tǒng)、客觀地分析,總結(jié)項目建設(shè)的經(jīng)驗教訓(xùn)。項目后評價提出的結(jié)論,應(yīng)當(dāng)是日后建造同類裝置是有一定的參考價值的,它將幫助項目的決策者、管理者和建設(shè)者學(xué)習(xí)到更加科學(xué)合理的方法和策略,提高決策、管理和建設(shè)水平,達到提高和改善投資效益的目的。投資者和項目法人提高決策和管理水平,更合理地利用有限的資源,提高投資效益。本論文以“乙烯工程配套循環(huán)水場項目”為研究對象,建立了一套針對該項目的后評價指標(biāo)體系,以該項目在可行性研究階段、建設(shè)階段、生產(chǎn)運行階段的各項真實數(shù)據(jù)為依據(jù)對指標(biāo)體系中各項指標(biāo)進行評價,最后運用成功度的評價方法對該循環(huán)水場項目進行綜合評價,并將此評價成果進行反饋,目前對于化工企業(yè)配套循環(huán)水場后評價的研究資料較少,希望能夠?qū)θ蘸笃髽I(yè)類似循環(huán)水場項目的實施、管理、決策提出參考價值,達到提高企業(yè)投資效益的最終目的。本研究具有重要的實際應(yīng)用價值和一定的理論意義。
[Abstract]:Post-project evaluation is an indispensable and important link in the project life cycle. After the completion of the project investment, a comprehensive system is carried out on the aspects of the pre-project work, the implementation of the project construction, the operation of production, the impact and sustainability of the project, and so on. Objectively analyzing and summarizing the experience and lessons of project construction. The conclusion of post-project evaluation should be that the construction of similar devices in the future is of certain reference value, and it will help the decision makers of the project. Managers and builders learn more scientific and rational methods and strategies to improve the level of decision-making, management and construction, so as to achieve the goal of improving and improving the efficiency of investment. In this paper, a set of post-evaluation index system for the project is established, which is aimed at the feasibility study stage of the project. In the construction stage, the real data of the production and operation stage are used as the basis to evaluate the indexes in the index system. Finally, the comprehensive evaluation of the circulating water field project is carried out by using the method of degree of success, and the evaluation results are feedback. At present, there are few research data on the post-evaluation of the auxiliary circulating water field in chemical enterprises. It is hoped that it can provide a reference value for the implementation, management and decision-making of similar circulating water field projects in the future. This study has important practical application value and certain theoretical significance.
