【摘要】：正國(guó)務(wù)院辦公廳2017年8月27日印發(fā)《關(guān)于推進(jìn)城鎮(zhèn)人口密集區(qū)危險(xiǎn)化學(xué)品生產(chǎn)企業(yè)搬遷改造的指導(dǎo)意見》國(guó)辦發(fā)(2017)77號(hào)(以下簡(jiǎn)稱《意見》)�！兑庖姟分赋�,實(shí)施城鎮(zhèn)人口密集區(qū)危險(xiǎn)化學(xué)品生產(chǎn)企業(yè)的搬遷改造,是適應(yīng)我國(guó)城鎮(zhèn)化快速發(fā)展、降低城鎮(zhèn)人口密集區(qū)安全和環(huán)境風(fēng)險(xiǎn)的重要手段,對(duì)解決危險(xiǎn)化學(xué)品生產(chǎn)企業(yè)安全和衛(wèi)生防護(hù)距離不達(dá)標(biāo)問題、有效遏制危險(xiǎn)化學(xué)品重特大事故、保障人民群眾生命財(cái)產(chǎn)安全和促進(jìn)石化化工產(chǎn)業(yè)轉(zhuǎn)型升級(jí)等具有重要意義。到2025年,城鎮(zhèn)人口密集區(qū)現(xiàn)有不符合安全和衛(wèi)生防護(hù)距離要求的危險(xiǎn)化學(xué)品生產(chǎn)企業(yè)將就地改造達(dá)標(biāo)、搬遷進(jìn)入規(guī)范化工園區(qū)或關(guān)閉退出,企業(yè)安全和環(huán)境風(fēng)險(xiǎn)大幅降低。
[Abstract]:On August 27th 2017, the General Office of the State Council issued the "guiding opinion on promoting the relocation and Transformation of Hazardous Chemicals production Enterprises in densely populated areas of cities and towns." the State Office issued No. 77 (hereinafter referred to as "opinions"). To carry out the relocation and transformation of enterprises producing hazardous chemicals in densely populated urban areas is an important means to adapt to the rapid development of urbanization in China and to reduce the safety and environmental risks in densely populated urban areas. To solve the problem that the safety and health protection distance of the enterprises producing dangerous chemicals is not up to the standard, and to effectively contain the serious and serious accidents of dangerous chemicals, It is of great significance to ensure the safety of people's lives and property and to promote the transformation and upgrading of petrochemical and chemical industries. By 2025, The existing hazardous chemical production enterprises in densely populated urban areas which do not meet the requirements of safety and health protection distance will transform and meet the standards on the spot, move into the standardized chemical park or close down and exit, and the risk of enterprise safety and environment will be greatly reduced.
