環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率研究

【摘要】:新世紀(jì)以來,國家政策的扶植以及海洋經(jīng)濟強大的內(nèi)在吸引力推動我國海洋經(jīng)濟的迅速發(fā)展,海洋經(jīng)濟對國民經(jīng)濟和社會發(fā)展的貢獻(xiàn)日趨突出。然而海洋經(jīng)濟在增長的過程中不能只注重“量”的發(fā)展,而忽視的“質(zhì)”的提高,“質(zhì)”即指海洋經(jīng)濟全要素生產(chǎn)率,因此對海洋經(jīng)濟全要素率的研究將有助于提高海洋經(jīng)濟增長績效,F(xiàn)有的海洋經(jīng)濟全要素生產(chǎn)率的研究文獻(xiàn)較少,分析的角度比較單一,實證方法比較落后,并且忽視了日益突出的環(huán)境問題對海洋經(jīng)濟增長的制約。因此,在環(huán)境約束框架下對海洋經(jīng)濟全要素生產(chǎn)率進(jìn)行測算并進(jìn)行全面系統(tǒng)的分析顯得尤為重要。本文通過構(gòu)建沿海地區(qū)各省份海洋環(huán)境綜合指數(shù)將環(huán)境因素納入海洋經(jīng)濟全要素生產(chǎn)率測算框架,然后基于SBM方向性距離函數(shù)和Luenberger生產(chǎn)率指標(biāo)的分析框架對環(huán)境約束下海洋經(jīng)濟技術(shù)效率和海洋經(jīng)濟全要素生產(chǎn)率進(jìn)行測算并分解,探討了環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率的收斂性、海洋經(jīng)濟全要生產(chǎn)率的影響因素以及海洋經(jīng)濟全要素生產(chǎn)率提升的對策建議。本文的研究工作和主要貢獻(xiàn)主要集中在以下幾個方面: 第一,通過構(gòu)造沿海地區(qū)各省份海洋環(huán)境綜合指數(shù)的方式將環(huán)境因素納入海洋經(jīng)濟全要素生產(chǎn)率的分析框架;赟BM方向性距離函數(shù)測算了是否考慮環(huán)境因素兩種情況下,我國沿海各省份及三大區(qū)域的海洋經(jīng)濟技術(shù)效率,研究發(fā)現(xiàn),環(huán)境約束下海洋經(jīng)濟技術(shù)效率的平均值略高于不考慮環(huán)境約束的值,,這與我國海洋環(huán)境近年來總體趨勢穩(wěn)中趨于好轉(zhuǎn)是一致的。從海洋經(jīng)濟技術(shù)無效率值分解值來看,海洋產(chǎn)出不足是造成海洋經(jīng)濟技術(shù)無效率最大的原因,海洋資本投入的冗余率對海洋經(jīng)濟技術(shù)無效率的貢獻(xiàn)最低,海洋勞動投入的冗余率次之。 第二,基于Luenberger生產(chǎn)率指標(biāo)的海洋經(jīng)濟全要素生產(chǎn)率的測算發(fā)現(xiàn),不管考慮環(huán)境約束與否,海洋經(jīng)濟全要素生產(chǎn)率的增長率的平均值都是負(fù)值,即研究時段內(nèi),海洋經(jīng)濟全要素生產(chǎn)率呈下降趨勢。從海洋經(jīng)濟全要素生產(chǎn)率的分解結(jié)果看,海洋技術(shù)退步是導(dǎo)致海洋經(jīng)濟全要素生產(chǎn)率下降的主要原因。從海洋經(jīng)濟全要素生產(chǎn)率的分解值看,海洋產(chǎn)出不足是導(dǎo)致海洋經(jīng)濟全要素生產(chǎn)率的下降的主要原因。 第三,對環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率進(jìn)行收斂性檢驗發(fā)現(xiàn),海洋經(jīng)濟技術(shù)效率和海洋經(jīng)濟全要素生產(chǎn)率都不存在σ收斂,但存在絕對β收斂和條件β收斂。對環(huán)境約束下海洋經(jīng)濟技術(shù)效率的分布動態(tài)進(jìn)行分析發(fā)現(xiàn),大多數(shù)年份呈現(xiàn)“單峰”的分布狀態(tài)并且出現(xiàn)下降趨勢。對環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率的分布動態(tài)進(jìn)行分析發(fā)現(xiàn),在整個研究時段內(nèi)出現(xiàn)了從“雙峰”到“單峰”再到“雙峰”的分布狀態(tài)并且也出現(xiàn)了下降趨勢。 第四,對環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率影響因素的實證檢驗中,選取了海洋人力資本、海洋產(chǎn)業(yè)結(jié)構(gòu)、海洋物質(zhì)資本因素以及海洋RD投入這幾個主要因素作為影響因子進(jìn)行面板數(shù)據(jù)模型的實證檢驗。檢驗結(jié)果表明,海洋人力資本、海洋產(chǎn)業(yè)結(jié)構(gòu)對海洋綠色技術(shù)效率和海洋綠色全要素生產(chǎn)率有顯著的促進(jìn)作用,海洋物質(zhì)資本因素對其的影響呈顯著的負(fù)相關(guān)關(guān)系,海洋RD投入對海洋綠色技術(shù)效率、海洋綠色全要素生產(chǎn)率及其構(gòu)成有正向的作用,對海洋經(jīng)濟技術(shù)效率改善的正向作用不顯著。 本研究為定量的分析環(huán)境約束下海洋經(jīng)濟全要素生產(chǎn)率研究提供了理論方法和分析框架,有助于更加準(zhǔn)確地評估我國海洋經(jīng)濟增長的情況,促進(jìn)我國海洋部門實現(xiàn)環(huán)境保護(hù)和海洋經(jīng)濟增長的高效、快速和協(xié)調(diào)發(fā)展。
[Abstract]:Since the new century, the development of the marine economy and the contribution of the marine economy to the national economy and the social development are becoming more and more prominent. However, in the process of growth, the marine economy can not only pay attention to the development of the "amount", but the increase of the "quality" that is ignored, the "quality" refers to the total factor productivity of the marine economy, so the study of the full element rate of the marine economy will help to improve the performance of the marine economic growth. The present study on the total factor productivity of the marine economy is less, the angle of the analysis is single, the empirical method is backward, and the more and more serious environmental problems are ignored in the economic growth of the ocean. Therefore, it is very important to measure and analyze the total factor productivity of the marine economy under the framework of environmental constraints. In this paper, the environmental factors are integrated into the whole-factor productivity measurement framework of the marine economy through the construction of the comprehensive index of the marine environment in all provinces of the coastal area. Then, based on the SBM directional distance function and the analysis framework of the Luenberger productivity index, the efficiency of the marine economy and the total factor productivity of the marine economy under the environment constraint are calculated and decomposed, and the convergence of the total element productivity of the marine economy under the environmental constraint is discussed. The factors that affect the productivity of the marine economy and the countermeasures to improve the total factor productivity of the marine economy. The research work and main contributions of this paper mainly focus on the following aspects: First, by constructing the comprehensive index of the marine environment in all provinces of the coastal area, the environmental factors are included in the analysis box of the total factor productivity of the marine economy In this paper, based on the SBM directional distance function, whether the environmental factors are considered or not is calculated, and the marine economic and technical efficiency of China's coastal provinces and the three regions is calculated according to the SBM directional distance function. The results show that the average value of the technological efficiency of the marine economy under the environmental constraint is slightly higher than that of the environment. The value of this is consistent with the overall trend of the marine environment in China in recent years. In the view of the non-efficiency value decomposition of the marine economic technology, the lack of the marine output is the most inefficient cause of the marine economic technology, and the redundancy rate of the investment in the marine capital has the lowest contribution to the efficiency of the marine economic technology, and the redundancy rate of the investment in the marine labor is less than that of the marine economic technology. Second, based on the estimation of the total factor productivity of the marine economy based on the Luenberger productivity index, the average value of the growth rate of all-factor productivity of the marine economy, regardless of the environmental constraints, is negative, that is, in the study period, the total element productivity of the marine economy is lower As a result of the decomposition of the total element productivity of the marine economy, the retreat of the marine technology is the main cause of the decline of the total factor productivity of the marine economy in that view of the decomposition of the total element productivity of the marine economy, the lack of marine output is the main cause of the decline in total element productivity of the marine economy In that third part, the convergence of the full-factor productivity of the marine economy under the environmental constraint has found that there is no convergence of the efficiency of the marine economy and the total element productivity of the marine economy, but there is absolute convergence and convergence.
