【摘要】：大型圍填海工程前期策劃是集市場需求、工程立項審批、項目建設、環(huán)境保護、運營管理和效益評估等眾多專業(yè)學科為一體的系統(tǒng)分析論證工作。以東莞長安新區(qū)圍填海大型工程前期工作為例,從項目運作實際需求出發(fā),梳理海洋部門管理政策和審批流程,提出在產(chǎn)業(yè)策劃、城市規(guī)劃、項目申報、立項報批、管理模式和生態(tài)化海岸規(guī)劃等項目前期工作全流程運作層面的策劃思路和推進路線,總結(jié)長安新區(qū)圍填海工程前期工作的實操經(jīng)驗,探討提升水運設計咨詢單位一體化解決大型圍填海工程前期工作問題能力的路徑和方法。
[Abstract]:The preliminary planning of large-scale reclamation project is a systematic analysis and demonstration of many professional disciplines, such as market demand, project approval, project construction, environmental protection, operation management and benefit evaluation. Taking the preliminary work of the large-scale reclamation project in Chang'an New District in Dongguan as an example, starting from the actual requirements of the operation of the project, this paper combs the management policy and examination and approval process of the marine department, and puts forward the proposals for approval in industrial planning, urban planning, project declaration, project registration and approval. Management mode and ecological coastal planning, etc., to summarize the practical experience of the pre-stage work of the reclamation project in Changan New area, including the planning thinking and advancing route of the whole process of the pre-project operation of the early stage of the project. This paper discusses the way and method of improving the ability of water transportation design consulting unit to solve the pre-work problems of large-scale reclamation projects.
