【摘要】：隨著海洋治理實(shí)踐日趨深入和廣泛,海洋治理框架亦日趨成熟,海洋管理體制、海洋法律法規(guī)及實(shí)施機(jī)制成為其重要組成部分。海洋管理體制、海洋法律法規(guī)及公眾參與機(jī)制問(wèn)題是當(dāng)前中國(guó)海洋治理的主要困境。中國(guó)海洋治理中存在著海洋管理體制不順、海洋法律法規(guī)建設(shè)滯后及公共參與機(jī)制不健全等問(wèn)題,重視海洋管理體制革新策略、海洋法律法規(guī)競(jìng)合策略及公眾參與機(jī)制構(gòu)建策略,對(duì)推進(jìn)和完善中國(guó)海洋治理十分必要。
[Abstract]:With the deepening and extensive practice of ocean governance, the ocean governance framework is becoming more and more mature. The ocean management system, marine laws and regulations and enforcement mechanism have become an important part of ocean governance. The problems of ocean management system, marine laws and regulations and public participation mechanism are the main difficulties of ocean governance in China. There are some problems in the ocean management of China, such as the irregularity of the ocean management system, the lag of the construction of the marine laws and regulations and the imperfect mechanism of public participation, so we attach importance to the reform strategy of the ocean management system. It is necessary to promote and perfect China's ocean governance by means of the strategy of competition and cooperation of marine laws and regulations and the construction of public participation mechanism.
