【摘要】：海洋科技競爭力是利用海洋科學(xué)技術(shù)成果,實現(xiàn)科技進步,促進經(jīng)濟的發(fā)展,使其能產(chǎn)出比競爭對手更多財富的能力。它對經(jīng)濟、社會、文化、生態(tài)等方面起著非常重要的作用。本文的研究對象就是浙江省的海洋科技競爭力,重點探究如何創(chuàng)建合適的海洋科技競爭力評價體系及對各沿海省市的海洋科技競爭力的評價,并從評價結(jié)果重點剖析浙江省的海洋科技競爭力的影響要素,再提出相應(yīng)的對策建議。本文的主體部分內(nèi)容是:首先,對國內(nèi)外有關(guān)科技競爭力、海洋科技競爭力及其評價的文獻進行綜述,論述本文主要運用的研究方法、研究的技術(shù)路線以及論文的創(chuàng)新之處。其次,對海洋科技、科技競爭力和海洋科技競爭力的相關(guān)概念和科技競爭力的評價的基礎(chǔ)理論進行了闡述,并總結(jié)了自己的觀點和想法。然后,構(gòu)建海洋科技競爭力評價指標(biāo)。建立指標(biāo)選取的原則,闡述指標(biāo)的選取和數(shù)據(jù)的來源,最后是評價方法的選擇。其中對各種常用的價方法做了詳細(xì)的介紹,分析各自的優(yōu)點和缺點。再次,對浙江省的海洋科技競爭力進行評價。先從海洋科技投入、海洋科技產(chǎn)出兩個方面分析浙江的海洋科技競爭力的現(xiàn)狀,再將原始數(shù)據(jù)代入模型進行評價,根據(jù)評價結(jié)果分析影響浙江海洋科技競爭力的因素。最后,分別從海洋科技要素投入、海洋科技產(chǎn)出水平、海洋科技成果轉(zhuǎn)化以及相關(guān)的政策體系和相關(guān)法規(guī)四個方面提出提高浙江省海洋科技競爭力的對策和建議。
[Abstract]:The competitiveness of marine science and technology is the ability to make use of the achievements of marine science and technology, to realize the progress of science and technology, to promote the development of economy, and to enable it to produce more wealth than its competitors. It plays a very important role in economy, society, culture, ecology and so on. The research object of this paper is the competitiveness of marine science and technology in Zhejiang Province. The emphasis is on how to establish an appropriate evaluation system for the competitiveness of marine science and technology and the evaluation of the competitiveness of marine science and technology in various coastal provinces and cities. From the evaluation results, the influence factors of the competitiveness of marine science and technology in Zhejiang Province are analyzed, and the corresponding countermeasures and suggestions are put forward. The main contents of this paper are as follows: firstly, the literature on scientific and technological competitiveness, marine scientific and technological competitiveness and its evaluation at home and abroad are reviewed, and the main research methods, technical routes and innovations of this paper are discussed. Secondly, the related concepts of marine science and technology, the competitiveness of science and technology and the basic theory of the evaluation of the competitiveness of science and technology are expounded, and their own views and ideas are summarized. Then, construct the evaluation index of marine science and technology competitiveness. The principle of index selection is established, and the selection of index and data source is expounded. Finally, the selection of evaluation method is introduced. Among them, various commonly used pricing methods are introduced in detail, and their advantages and disadvantages are analyzed. Thirdly, the competitiveness of marine science and technology in Zhejiang Province is evaluated. The present situation of Zhejiang's competitiveness of marine science and technology is analyzed from the aspects of input and output of marine science and technology. Then the original data are substituted into the model to evaluate the factors that affect Zhejiang's competitiveness of marine science and technology. Finally, the countermeasures and suggestions to improve the competitiveness of marine science and technology in Zhejiang Province are put forward from four aspects: the input of marine science and technology, the level of marine science and technology output, the transformation of marine science and technology achievements, the relevant policy system and relevant laws and regulations.
