【摘要】：當(dāng)今世界經(jīng)濟(jì)飛快發(fā)展，陸地資源充分開(kāi)發(fā)，人們逐漸意識(shí)到海洋資源的重要性。中國(guó)作為一個(gè)海洋大國(guó)，在中共十八大會(huì)議中提出了海洋強(qiáng)國(guó)戰(zhàn)略。在如此背景之下，青島市以山東省建設(shè)“山東半島藍(lán)色經(jīng)濟(jì)區(qū)”為契機(jī)，要做好藍(lán)色經(jīng)濟(jì)區(qū)的龍頭城市，大力發(fā)展海洋經(jīng)濟(jì)及海洋技術(shù)，打造海洋科技城。隨著海洋科技的發(fā)展，人類對(duì)于海洋以及海洋資源的開(kāi)發(fā)力度逐漸擴(kuò)大，導(dǎo)致海洋生態(tài)環(huán)境受到了一定程度的破壞。既要研發(fā)海洋高新科技，開(kāi)發(fā)海洋資源，又要保護(hù)海洋生態(tài)系統(tǒng)，做到可持續(xù)發(fā)展，這就需要國(guó)家海洋科技公園來(lái)完成。 國(guó)家海洋科技公園屬于國(guó)家海洋公園的一種，通過(guò)對(duì)國(guó)內(nèi)外關(guān)于“國(guó)家海洋公園”“國(guó)家公園”的文獻(xiàn)資料進(jìn)行學(xué)習(xí)，在對(duì)國(guó)內(nèi)外學(xué)者的研究成果進(jìn)行梳理之后，對(duì)國(guó)家海洋公園的概念進(jìn)行了闡述，繼而界定了國(guó)家海洋科技公園的概念。本文在此基礎(chǔ)之上，闡述了國(guó)家海洋科技公園的特征及建設(shè)意義。通過(guò)對(duì)中國(guó)獲批的國(guó)家海洋公園現(xiàn)狀及其存在問(wèn)題進(jìn)行分析研究，得出解決問(wèn)題的對(duì)策，對(duì)青島市建設(shè)國(guó)家海洋科技公園有著重要指導(dǎo)意義。 結(jié)合青島市的海洋生態(tài)環(huán)境及自然條件，提出青島市建設(shè)國(guó)家海洋科技公園的必要性，并通過(guò)SWOT法將青島市國(guó)家海洋科技公園建設(shè)的優(yōu)勢(shì)、弱點(diǎn)、機(jī)會(huì)和威脅進(jìn)行系統(tǒng)分析。通過(guò)對(duì)加拿大、美國(guó)、新西蘭和中國(guó)特呈島等4處成功的案例歸納總結(jié)，借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn)，提出了青島市國(guó)家海洋科技公園建設(shè)方案設(shè)想，從公園建設(shè)及公園運(yùn)營(yíng)管理兩個(gè)方面，對(duì)公園選址進(jìn)行評(píng)價(jià)以及建設(shè)內(nèi)容進(jìn)行構(gòu)思，提出公園的建設(shè)舉措：一是拓展融資渠道；二是明確責(zé)任制建設(shè)；三是保護(hù)性開(kāi)發(fā)；四是人才招聘計(jì)劃；五是提高公園管理水平，，并為公園構(gòu)建運(yùn)營(yíng)管理制度：一是完善政策法規(guī)；二是公園建立管理制度。文章對(duì)于青島市建設(shè)國(guó)家海洋科技公園具有很強(qiáng)的理論意義和實(shí)踐指導(dǎo)意義。
[Abstract]:Nowadays, with the rapid development of the world economy and the full exploitation of land resources, people gradually realize the importance of marine resources. China, as a major maritime power, put forward the strategy of ocean power at the 18th Congress of the Communist Party of China (CPC). Under such background, Qingdao takes Shandong Province to construct "Shandong Peninsula blue economic zone" as the opportunity, should do a good job blue economic zone's leading city, vigorously develops the marine economy and the ocean technology, builds the ocean science and technology city. With the development of marine science and technology, the exploitation of the ocean and marine resources is gradually expanded, which results in the destruction of the marine ecological environment to a certain extent. It is necessary to develop marine high-tech, develop marine resources, protect marine ecosystem and achieve sustainable development, which needs the national marine science and technology park to complete. The National Ocean Science and Technology Park is a kind of national ocean park. By studying the literature about "National Ocean Park" and "National Park" at home and abroad, after combing the research results of domestic and foreign scholars, This paper expounds the concept of National Ocean Park, and then defines the concept of National Marine Science Park. On this basis, this paper expounds the characteristics and construction significance of the National Marine Science and Technology Park. Through the analysis and study of the current situation and the existing problems of the approved National Ocean Park in China, the countermeasures to solve the problem are obtained, which is of great significance to the construction of the National Marine Science and Technology Park in Qingdao. Combined with the marine ecological environment and natural conditions of Qingdao, the necessity of constructing national marine science and technology park in Qingdao is put forward, and the advantages, weaknesses, opportunities and threats of the construction of national marine science and technology park in Qingdao are systematically analyzed by SWOT method. By summing up the successful cases of Canada, the United States, New Zealand and China, and drawing on the successful experiences at home and abroad, this paper puts forward the construction plan of Qingdao National Marine Science and Technology Park. From two aspects of park construction and park operation and management, this paper puts forward the construction measures of the park by evaluating the location of the park and the contents of the park construction: first, to expand the financing channels; second, to make clear the construction of the responsibility system; third, to develop the protection of the park; The fourth is the talent recruitment plan, the fifth is to improve the park management level, and to build the park operation management system: first, to improve the policies and regulations; second, to establish the park management system. This paper is of great theoretical and practical significance for the construction of National Marine Science and Technology Park in Qingdao.
