風(fēng)暴潮災(zāi)害脆弱性研究綜述

【摘要】:脆弱性是自然災(zāi)害風(fēng)險(xiǎn)研究的熱點(diǎn),風(fēng)暴潮災(zāi)害脆弱性與風(fēng)暴潮自然過(guò)程強(qiáng)度以及沿海社會(huì)經(jīng)濟(jì)、人口、自然環(huán)境等因素相關(guān)。本文從風(fēng)暴潮災(zāi)害脆弱性定義出發(fā),對(duì)國(guó)內(nèi)外風(fēng)暴潮災(zāi)害社會(huì)脆弱性和物理脆弱性進(jìn)行了回顧,重點(diǎn)對(duì)人口、海堤、房屋等風(fēng)暴潮災(zāi)害典型承災(zāi)體物理脆弱性研究進(jìn)展進(jìn)行了論述,分析了風(fēng)暴潮災(zāi)害脆弱性評(píng)價(jià)中存在的不確定性,探討了風(fēng)暴潮災(zāi)害脆弱性在災(zāi)害損失評(píng)估、保險(xiǎn)及再保險(xiǎn)、防災(zāi)減災(zāi)決策支持等領(lǐng)域的應(yīng)用,對(duì)未來(lái)風(fēng)暴潮災(zāi)害脆弱性研究提出了以下展望:(1)開(kāi)發(fā)符合中國(guó)沿海區(qū)域風(fēng)暴潮災(zāi)害特征和承災(zāi)體分布的定量化、精細(xì)化脆弱性曲線(xiàn),拓展風(fēng)暴潮脆弱性評(píng)價(jià)結(jié)果在保險(xiǎn)理賠、災(zāi)害損失評(píng)估等領(lǐng)域應(yīng)用;(2)氣候變化背景下中國(guó)沿海面臨風(fēng)暴潮巨災(zāi)風(fēng)險(xiǎn),迫切需要建立科學(xué)的基于災(zāi)害實(shí)地踏勘以及物模實(shí)驗(yàn)、數(shù)值模擬相結(jié)合的風(fēng)暴潮災(zāi)害典型承災(zāi)體脆弱性評(píng)估方法模型。
[Abstract]:Vulnerability is a hotspot of natural disaster risk research. The vulnerability of storm surge disaster is related to the intensity of natural process of storm surge and the factors of coastal social economy, population and natural environment. The research progress of physical vulnerability of storm surge hazards such as seawalls and houses is discussed. The uncertainties in vulnerability assessment of storm surge hazards are analyzed. The application of Storm Surge Hazard Vulnerability in disaster loss assessment, insurance and reinsurance, decision support for disaster prevention and mitigation is discussed. The future storm surge hazards are brittle. Weakness studies put forward the following prospects: (1) to develop the quantitative analysis of storm surge disaster characteristics and distribution of disaster-bearing bodies, refine the vulnerability curve, and expand the application of storm surge vulnerability assessment results in insurance claims, disaster loss assessment and other fields; (2) China's coastal areas are facing the risk of storm surge catastrophe under the background of climate change. It is necessary to establish a scientific vulnerability assessment model of typical storm surge hazards based on disaster field investigation, physical model experiment and numerical simulation.
