【摘要】：區(qū)域或亞區(qū)域合作機(jī)制與協(xié)議安排是保護(hù)海洋環(huán)境免遭陸源污染危害的關(guān)鍵。東亞海共同體與東亞海環(huán)境管理合作伙伴作為現(xiàn)有的防治東亞海區(qū)域陸源污染的合作機(jī)制,由于既無(wú)區(qū)域性公約約束,也無(wú)具體防治目標(biāo)與章程,導(dǎo)致目前東亞海區(qū)域的陸污染防治依然處于松散的、無(wú)約束力的功能性與項(xiàng)目性合作狀態(tài),呈現(xiàn)明顯的臨時(shí)性與不確定性。中國(guó)應(yīng)在充分重視海洋陸源污染嚴(yán)峻形勢(shì)的基礎(chǔ)上發(fā)揮更為積極的作用,以更為務(wù)實(shí)的態(tài)度,與東盟國(guó)家凝聚共識(shí),有效推動(dòng)陸源污染防治區(qū)域合作機(jī)制的構(gòu)建。
[Abstract]:Regional or subregional cooperation mechanisms and agreements are key to protecting the marine environment from land-based sources of pollution. As an existing cooperative mechanism for combating land-based sources of pollution in the East Asian Seas region, the East Asian Seas Community and the East Asian Seas Environmental Management Partnership have neither regional conventions nor specific control objectives and regulations, As a result, land pollution prevention and control in the East Asian Sea region is still in a loose, non-binding state of functional and project cooperation, showing obvious temporary and uncertainty. China should play a more active role on the basis of paying full attention to the serious situation of marine and land-based pollution, and with a more pragmatic attitude, China should form a consensus with ASEAN countries and effectively promote the construction of a regional cooperation mechanism for land-based pollution prevention and control.
