環(huán)渤海地區(qū)人海關(guān)系地域系統(tǒng)脆弱性研究
[Abstract]:Taking the Bohai Rim as an example, this paper divides the regional system of the People's Customs Department into resource and environment system, economic system and social system, summarizes its marine resources, marine scientific and technological talents and marine infrastructure, and analyzes the development process of marine economy and marine industry. The vulnerability of the regional system of the people's and customs departments around the Bohai Sea in the past 12 years was assessed and the development trend was discussed; the vulnerability of the regional system of the people's and customs departments around the Bohai Sea in 1996-2012 was classified by triangular graph method, and the complexity, diversity and dynamics of its development were analyzed. The corresponding countermeasures were formulated according to the classification results, which would be helpful to the development of the area around the Bohai Sea. The main conclusions of this paper are as follows: Firstly, the vulnerability index of the regional system of the People's Customs Department in the Bohai Rim region is declining as a whole, and the stability is significantly enhanced. The index was ranked as Liaoning Province, Tianjin Province, Shandong Province, Hebei Province, 0.4796, Hebei Province, 0.402, Tianjin City, 0.3187 and Shandong Province, 0.2638. Second, in terms of vulnerability types, Tianjin had 10-year vulnerable RS-type complex subsystems, 7-year vulnerable RES-type equilibrium complex subsystems, and Hebei Province had 2-year vulnerable RS-type complex subsystems. Type A, 15-year equilibrium fragile RES; Liaoning Province has one-year complex subsystem fragile ES type, 16-year equilibrium fragile RES type; Shandong Province has three-year single subsystem fragile R type, complex subsystem fragile ES type has five-year and three-year RS type, six-year equilibrium fragile RES type. The proportion of vulnerability of the system economy subsystem is gradually decreasing, the proportion of vulnerability of the three subsystems of the regional system of the People's Customs Department of Liaoning Province and Hebei Province is well coordinated, and the proportion of vulnerability of the resources and environment subsystem of the regional system of Shandong Province's People's Customs Department is increasing. Strengthen the overall planning of land and sea, optimize the marine industrial structure, strengthen the control of marine pollution, promote the innovation of marine science and technology, speed up the training of personnel, strengthen infrastructure construction to enhance responsiveness and enhance the ability of sustainable development.
