【摘要】：全球經(jīng)濟(jì)高速發(fā)展,與此同時(shí),諸多因發(fā)展帶來(lái)的問(wèn)題也逐漸凸現(xiàn)出來(lái)。全球資源性原料的缺失以及環(huán)境條件日益惡化等問(wèn)題都將成為全球未來(lái)的挑戰(zhàn)。全球海洋面積占地球總面積的71%,擁有豐富的自然資源。近幾年,海洋經(jīng)濟(jì)快速發(fā)展,眾多新型海洋資源不斷被開(kāi)發(fā)利用,為傳統(tǒng)的海洋經(jīng)濟(jì)快速發(fā)展帶來(lái)的環(huán)境和資源問(wèn)題帶來(lái)了新的解決途徑。世界各個(gè)經(jīng)濟(jì)體均開(kāi)展了以海洋經(jīng)濟(jì)為要點(diǎn)的“藍(lán)色經(jīng)濟(jì)”發(fā)展戰(zhàn)略,可以說(shuō),21世紀(jì)是海洋世紀(jì)。2011年上半年,《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》的正式批復(fù),這是中國(guó)首個(gè)以海洋經(jīng)濟(jì)為要點(diǎn)的區(qū)域性的戰(zhàn)略發(fā)展規(guī)劃。通過(guò)對(duì)美國(guó)、日本、加拿大和澳大利亞等世界海洋經(jīng)濟(jì)發(fā)達(dá)國(guó)家成功發(fā)展海洋經(jīng)濟(jì)所得成果與經(jīng)驗(yàn)的分析與總結(jié),能夠在更高程度上促進(jìn)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展。本文運(yùn)用SWOT分析法,對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展中內(nèi)部的優(yōu)勢(shì)與劣勢(shì)以及外部環(huán)境中將要面臨的機(jī)遇和可能遭受威脅分別進(jìn)行了分析研究。為提高海洋經(jīng)濟(jì)創(chuàng)新發(fā)展能力,我們首先運(yùn)用科學(xué)的方法對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的創(chuàng)新發(fā)展運(yùn)行狀況、實(shí)現(xiàn)程度、取得成果進(jìn)行評(píng)估,創(chuàng)新發(fā)展能力評(píng)價(jià)是創(chuàng)新發(fā)展從理論階段上升為實(shí)踐階段的前提。本文在研究產(chǎn)業(yè)創(chuàng)新發(fā)展能力與海洋經(jīng)濟(jì)創(chuàng)新發(fā)展能力的基礎(chǔ)上,結(jié)合山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)實(shí)際的具體情形,構(gòu)建了山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展評(píng)價(jià)指標(biāo)體系,然后運(yùn)用SPSS軟件,選取主成分分析法,對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展?fàn)顩r進(jìn)行綜合打分,且采用同樣的方法,對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)七個(gè)地市的海洋經(jīng)濟(jì)創(chuàng)新發(fā)展能力評(píng)估并綜合打分,為創(chuàng)新發(fā)展戰(zhàn)略的研究提供了服務(wù)。在前文對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展現(xiàn)狀的闡述及實(shí)證分析基礎(chǔ)上,我們有針對(duì)性的提出了海洋經(jīng)濟(jì)創(chuàng)新發(fā)展的政策建議。所提出的政策建議主要涉及優(yōu)化海洋經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)、落實(shí)科教興海戰(zhàn)略、提升海洋生態(tài)環(huán)境保護(hù)能力三方面。合理的政策建議是引導(dǎo)海洋經(jīng)濟(jì)創(chuàng)新發(fā)展的重要保證。

In recent years, the marine economy has developed rapidly, Many new marine resources have been exploited and utilized continuously, bringing new solutions to the environmental and resource problems brought about by the rapid development of the traditional marine economy. All the economies of the world have carried out the "blue economy" development strategy based on the marine economy. It can be said that twenty-first Century was the first half of the.2011 year of the marine century, < Shandong Peninsula blue. The official approval of the development planning of the color economic zone is the first regional strategic development plan of China with the marine economy as the main point. Through the analysis and summary of the achievements and experiences of the successful development of the marine economy in the developed countries of the United States, Japan, Canada and Australia, the results and experience of the successful development of the marine economy can be promoted to a higher degree in Shandong. The marine economy of the peninsula blue economic zone is innovating and developing. In this paper, the SWOT analysis is used to analyze the advantages and disadvantages of the innovation and development of the marine economy in the blue economic zone of Shandong Peninsula, as well as the opportunities and possible threats that the external environment will face. In order to improve the ability of marine economic innovation and development, we will first carry out the development of the marine economy. The scientific method is used to evaluate the innovation and development of the marine economy in the blue economic zone of Shandong Peninsula, to evaluate the achievement and to obtain the results. The evaluation of the innovative development ability is the prerequisite for the innovation and development from the theoretical stage to the practical stage. On the basis of the research on the energy of the industrial innovation and the innovation and development of the marine economy, this paper has concluded the conclusion. In accordance with the actual situation of the marine economy in the blue economic zone of Shandong Peninsula, the evaluation index system for the innovation and development of the marine economy in the blue economic zone of the Shandong peninsula is constructed. Then the SPSS software is used to select the principal component analysis method to comprehensively score the innovation and development of the marine economy in the blue economic zone of Shandong Peninsula, and the same method is adopted. The evaluation and comprehensive scoring of the marine economic innovation and development ability of the seven cities in the blue economic zone of Shandong Peninsula provide a service for the research of the innovative development strategy. On the basis of the previous article and the empirical analysis of the present situation of the marine economic innovation and development in the Blue Economic Zone of Shandong Peninsula, we have put forward the innovative development of the marine economy. The policy proposals put forward are mainly related to the optimization of the industrial structure of the marine economy, the implementation of the strategy of developing the sea by science and education, and the promotion of three aspects of the marine ecological environment protection capability.
