【摘要】：山東半島藍(lán)色經(jīng)濟(jì)區(qū)是我國(guó)首個(gè)國(guó)家層面的藍(lán)色經(jīng)濟(jì)區(qū)，對(duì)我國(guó)藍(lán)色經(jīng)濟(jì)的發(fā)展具有重要的研究意義。本文從類型功能區(qū)劃分的角度對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)進(jìn)行了研究。 本文首先對(duì)藍(lán)色經(jīng)濟(jì)、藍(lán)色經(jīng)濟(jì)區(qū)的概念進(jìn)行了界定，進(jìn)一步明確了藍(lán)色經(jīng)濟(jì)區(qū)具有的集聚性、關(guān)聯(lián)性、輻射性、獨(dú)立性特征并對(duì)藍(lán)色經(jīng)濟(jì)區(qū)功能定位的基本理論和方法進(jìn)行了探討。其次，本文對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的現(xiàn)狀特征進(jìn)行了分析，并從市域經(jīng)濟(jì)層面的對(duì)青島市、煙臺(tái)市、濰坊市、東營(yíng)市、威海市、日照市、濱州市經(jīng)濟(jì)發(fā)展水平的差異性進(jìn)行了分析。然后，本文按照量力而行、優(yōu)勢(shì)區(qū)域產(chǎn)業(yè)優(yōu)先發(fā)展、聯(lián)動(dòng)協(xié)同發(fā)展的原則，從綜合經(jīng)濟(jì)、社會(huì)發(fā)展、海洋生產(chǎn)力、海洋產(chǎn)業(yè)、海洋生態(tài)環(huán)境5個(gè)維度21個(gè)指標(biāo),構(gòu)建了分區(qū)功能定位的指標(biāo)體系，并采用主成分分析、聚類分析的方法，從縣域經(jīng)濟(jì)的角度對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)的38個(gè)縣區(qū)進(jìn)行了分析。最終將山東半島藍(lán)色經(jīng)濟(jì)區(qū)劃分為核心功能區(qū)、臨港工業(yè)區(qū)、濱海養(yǎng)殖旅游區(qū)、現(xiàn)代特色農(nóng)業(yè)區(qū)、資源化工區(qū)、機(jī)械制造及紡織工業(yè)區(qū)6個(gè)類型功能區(qū)，并結(jié)合每個(gè)功能區(qū)的實(shí)際情況，為6個(gè)類型功能區(qū)制定了相應(yīng)的發(fā)展戰(zhàn)略。 希望通過(guò)山東半島藍(lán)色經(jīng)濟(jì)區(qū)分區(qū)功能定位與發(fā)展戰(zhàn)略的研究，能夠促進(jìn)山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)目標(biāo)的達(dá)成，，能夠?yàn)槠渌睾５貐^(qū)的發(fā)展提供一點(diǎn)參考。
[Abstract]:The blue economic zone of Shandong Peninsula is the first blue economic zone in China at the national level, which is of great significance to the development of blue economy in China. In this paper, the blue economic zone of Shandong Peninsula is studied from the angle of classification of functional areas. This paper first defines the concept of blue economy and blue economic zone, and further clarifies the agglomeration, relevance and radiance of blue economic zone. The characteristics of independence and the basic theory and method of function positioning of blue economic zone are discussed. Secondly, this paper analyzes the current characteristics of the blue economic zone of Shandong Peninsula, and from the economic level of Qingdao, Yantai, Weifang, Dongying, Weihai, Rizhao, the city of Qingdao, Yantai City, Weifang City, Dongying City, Weihai City, Rizhao City, The difference of economic development level of Binzhou city is analyzed. Then, according to the principle of priority development of superior regional industry and coordinated development, this paper has 21 indicators from five dimensions of comprehensive economy, social development, marine productivity, marine industry and marine ecological environment. In this paper, the index system of zoning function positioning is constructed, and the 38 counties in the blue economic zone of Shandong Peninsula are analyzed from the point of view of county economy by principal component analysis and cluster analysis. Finally, the blue economic zone of Shandong Peninsula is divided into six functional areas: the core function area, the coastal industrial zone, the coastal culture tourism area, the modern characteristic agricultural area, the resource and chemical industry area, the machinery manufacturing and the textile industrial zone. Combined with the actual situation of each functional area, the corresponding development strategy for 6 types of functional areas was formulated. It is hoped that the research on the function orientation and development strategy of the blue economic zone of Shandong Peninsula can promote the realization of the construction goal of the blue economic zone of Shandong Peninsula and provide some reference for the development of other coastal areas.
