長江三角洲地區(qū)海洋科技-海洋經(jīng)濟協(xié)調(diào)度測量與優(yōu)化路徑

【摘要】:采用熵值法分別綜合刻畫中國沿海地區(qū)海洋科技能力和海洋經(jīng)濟發(fā)展系統(tǒng)質(zhì)量,然后運用協(xié)調(diào)度模型評價2006~2013年海洋科技能力與海洋經(jīng)濟的協(xié)調(diào)性演進。結果表明:(1)長三角2006~2011年海洋科技能力綜合得分整體呈現(xiàn)大幅上升趨勢,沿海省市科技均正向發(fā)展,科研水平狀況漸好。(2)除上海外,其他沿海7省份2006~2013年海洋經(jīng)濟發(fā)展水平整體呈現(xiàn)逐漸上升趨勢,且經(jīng)濟發(fā)展軌跡相對集中、經(jīng)濟發(fā)展水平呈較強一致性。(3)長三角2006~2013年海洋科技能力和海洋經(jīng)濟的協(xié)調(diào)水平呈現(xiàn)高級協(xié)調(diào)-中級協(xié)調(diào)-高級協(xié)調(diào)的演替狀態(tài)。其中,2006~2008年協(xié)調(diào)度雖處于高度協(xié)調(diào),但兩系統(tǒng)各自的發(fā)展均處在較低水平;2008~2011年海洋科技能力發(fā)展快于海洋經(jīng)濟發(fā)展速度,兩系統(tǒng)協(xié)調(diào)度處于中級協(xié)調(diào)上下波動;2011~2013年兩系統(tǒng)同步發(fā)展,協(xié)調(diào)度呈現(xiàn)高度發(fā)展態(tài)勢。(4)長三角兩省一市協(xié)調(diào)度發(fā)展呈現(xiàn)顯著性差異,上海海洋科技-經(jīng)濟協(xié)調(diào)度受金融危機影響嚴重、浙江省海洋科技-經(jīng)濟發(fā)展協(xié)調(diào)性呈前期緩慢增長但后來居上、江蘇省海洋科技-經(jīng)濟發(fā)展協(xié)調(diào)度最優(yōu)。
[Abstract]:The entropy method is used to describe the marine science and technology capacity and the quality of marine economic development system in coastal areas of China, and then the coordinated evolution of marine science and technology capacity and marine economy from 2006 to 2013 is evaluated by using the coordination degree model. The results show that: (1) the comprehensive scores of marine science and technology capability in the Yangtze River Delta from 2006 to 2011 show a significant upward trend, the coastal provinces and cities are developing in science and technology, and the scientific research level is getting better. (2) except Shanghai, The development level of marine economy in other seven coastal provinces from 2006 to 2013 showed a gradual upward trend, and the track of economic development was relatively concentrated. The level of economic development is consistent. (3) the capability of marine science and technology and the level of coordination of marine economy in the Yangtze River Delta from 2006 to 2013 present a succession state of high-level coordination, intermediate coordination and high-level coordination. Although the degree of coordination between 2006 and 2008 is in a high degree of coordination, the development of the two systems is at a lower level and the capacity of marine science and technology develops faster than the development of marine economy from 2008 to 2011. The coordination degree of the two systems is in the intermediate coordination fluctuation from 2011 to 2013, and the coordination degree shows a high development trend. (4) there are significant differences in the development of coordination degree between the two provinces and one city in the Yangtze River Delta. The coordination degree of Shanghai marine science, technology and economy is seriously affected by the financial crisis, and the coordination of marine science, technology and economy in Zhejiang Province is slow growth in the early stage, and the coordination degree of marine science, technology and economy in Jiangsu Province is the best.
