【摘要】：在發(fā)展海洋經(jīng)濟(jì)過(guò)程中,單一的海洋資源開(kāi)發(fā)受到極大限制,海陸產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展已成為沿海國(guó)家和地區(qū)海洋經(jīng)濟(jì)發(fā)展的新趨勢(shì)。隨著"海洋強(qiáng)市"建設(shè)力度加強(qiáng),天津經(jīng)濟(jì)發(fā)展對(duì)海洋經(jīng)濟(jì)的依賴度進(jìn)一步上升。天津海陸產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展仍存在缺乏相應(yīng)機(jī)制和規(guī)劃、聯(lián)動(dòng)發(fā)展的資源要素配置不足、聯(lián)動(dòng)發(fā)展受到環(huán)境制約等問(wèn)題。要加快制定海陸產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展規(guī)劃,發(fā)揮天津港口作用,對(duì)接內(nèi)部產(chǎn)業(yè)鏈條,提升產(chǎn)業(yè)層次、延伸產(chǎn)業(yè)鏈,加強(qiáng)海陸聯(lián)動(dòng)環(huán)境保護(hù)工作。
[Abstract]:In the process of developing marine economy, the single exploitation of marine resources is greatly restricted, and the linkage of sea and land industries has become a new trend of marine economic development in coastal countries and regions. With the strengthening of the construction of "ocean strong city", the dependence of Tianjin's economic development on ocean economy has further increased. There are still some problems in the linkage development of sea and land industry in Tianjin, such as the lack of corresponding mechanism and planning, the insufficient allocation of resource elements and the restriction of environment on the linkage development. It is necessary to speed up the formulation of the development plan for the linkage between sea and land industries, give full play to the role of Tianjin port, link up the internal industrial chain, upgrade the industrial level, extend the industrial chain, and strengthen the environmental protection of the sea and land linkage.
