【摘要】：陸海統(tǒng)籌發(fā)展是海洋開發(fā)利用的戰(zhàn)略思維，把海洋、陸地作為兩個(gè)相互滲透而又相對(duì)獨(dú)立的系統(tǒng)，通過整體開發(fā)和統(tǒng)一籌劃實(shí)現(xiàn)海陸系統(tǒng)經(jīng)濟(jì)、社會(huì)、文化、生態(tài)的協(xié)調(diào)發(fā)展提升海陸地區(qū)的綜合效益和永續(xù)發(fā)展。2011年6月30日，國(guó)務(wù)院正式批準(zhǔn)設(shè)立浙江舟山群島新區(qū)，作為首個(gè)以海洋經(jīng)濟(jì)為主題的國(guó)家級(jí)新區(qū)，其一大目標(biāo)就是發(fā)展成中國(guó)陸海統(tǒng)籌發(fā)展的先導(dǎo)區(qū)。 本文從國(guó)家海洋經(jīng)濟(jì)發(fā)展戰(zhàn)略和舟山群島新區(qū)成立的際遇和使命出發(fā)，首先從地理位置、區(qū)位優(yōu)勢(shì)、海洋資源、經(jīng)濟(jì)基礎(chǔ)和基礎(chǔ)設(shè)施出發(fā)分析了舟山群島新區(qū)陸海統(tǒng)籌發(fā)展的基礎(chǔ)；然后對(duì)舟山群島新區(qū)陸海統(tǒng)籌發(fā)展進(jìn)行可行性分析，分析和借鑒新加坡、香港和深圳成功經(jīng)驗(yàn)，通過投入產(chǎn)出模型具體分析舟山群島新區(qū)陸海統(tǒng)籌基礎(chǔ)設(shè)施建設(shè)情況，分析表明舟山群島新區(qū)陸海統(tǒng)籌發(fā)展勢(shì)頭良好；最后在前文分析的基礎(chǔ)上為舟山群島新區(qū)陸海統(tǒng)籌發(fā)展提出戰(zhàn)略建議。 本研究的目的在于明晰陸海統(tǒng)籌發(fā)展的概念及內(nèi)涵，從宏觀的發(fā)展戰(zhàn)略中引入微觀的實(shí)證分析，，為舟山群島新區(qū)陸海統(tǒng)籌發(fā)展提供數(shù)據(jù)支撐，理論與實(shí)證結(jié)合，突出陸海統(tǒng)籌發(fā)展研究的應(yīng)用性，以便更好的為舟山群島新區(qū)陸海統(tǒng)籌發(fā)展提供政策建議。
[Abstract]:The overall development of land and sea is the strategic thinking of the development and utilization of the sea. The sea and land are regarded as two mutually infiltrating and relatively independent systems, and the economy, society and culture of the land and sea systems are realized through the overall development and unified planning. On June 30, 2011, the State Council officially approved the establishment of the Zhoushan Islands New area in Zhejiang Province, as the first national-level new area with the theme of marine economy. One of its major goals is to develop into a leading area for the overall development of China's land and sea. This paper starts from the national marine economic development strategy and the fate and mission of the new Zhoushan archipelago area, first of all, from the geographical position, location advantage, and marine resources. Starting from the economic base and infrastructure, this paper analyzes the basis for the overall development of the land and sea in the New area of the Zhoushan Islands, and then analyzes the feasibility of the overall development of the land and sea in the New area of the Zhoushan Islands, and analyzes and draws lessons from the successful experiences of Singapore, Hong Kong and Shenzhen. Based on the input-output model, the author analyzes the overall construction of the land and sea infrastructure in Zhoushan Islands New area, and the analysis shows that the overall development momentum of the new area is good. Finally, on the basis of the previous analysis, the paper puts forward some strategic suggestions for the overall development of the land and sea in Zhoushan Islands. The purpose of this study is to clarify the concept and connotation of the overall development of the land and sea, and to introduce the micro empirical analysis from the macro development strategy. It provides data support for the overall development of land and sea in Zhoushan Archipelago, combines theory with empirical research, and emphasizes the application of the research on the overall development of land and sea, so as to provide better policy advice for the overall development of land and sea in the new area of Zhoushan Archipelago.
