【摘要】：隨著山東半島藍(lán)色經(jīng)濟(jì)區(qū)的構(gòu)建和建設(shè)，日照國際海洋城的迎來了海洋產(chǎn)業(yè)的發(fā)展契機。規(guī)劃先行，有利于海洋城構(gòu)建合理的產(chǎn)業(yè)發(fā)展體系，并對投資的全過程進(jìn)行動態(tài)控制，以此獲得較好的經(jīng)濟(jì)效益。因此，對國內(nèi)外的理論研究和實際案例的發(fā)展情況進(jìn)行客觀、全面的分析和評價，針對日照國際海洋城產(chǎn)業(yè)發(fā)展的實際需要項目，對發(fā)展基礎(chǔ)、發(fā)展意義等問題進(jìn)行了可行性分析和評價，并對投資的風(fēng)險進(jìn)行評估和控制，這將對日照市城市中心區(qū)的投資和發(fā)展具有實踐意義。 本文借鑒海洋產(chǎn)業(yè)發(fā)展的研究思路和方法，結(jié)合日照國際海洋城的具體情況，分析闡述了海洋產(chǎn)業(yè)的發(fā)展優(yōu)勢、發(fā)展機遇，并對產(chǎn)業(yè)發(fā)展的挑戰(zhàn)和制約因素進(jìn)行預(yù)測。隨后對日照國際海洋城海洋產(chǎn)業(yè)發(fā)展的意義進(jìn)行了全面的分析，作為研究的項目背景基礎(chǔ)。 在背景分析之后，文章提出了日照國際海洋城的產(chǎn)業(yè)戰(zhàn)略定位，根據(jù)主導(dǎo)產(chǎn)業(yè)的選擇依據(jù)和swot分析，確定了海洋城的主導(dǎo)產(chǎn)業(yè)，并提出產(chǎn)業(yè)發(fā)展的目標(biāo)，針對六大主導(dǎo)產(chǎn)業(yè)分別闡述了產(chǎn)業(yè)的發(fā)展重點。 以此為產(chǎn)業(yè)發(fā)展規(guī)劃的主要內(nèi)容，論文隨后進(jìn)行了產(chǎn)業(yè)的空間布局研究。根據(jù)實例的具體情況，確定了產(chǎn)業(yè)布局原則，提出了總體布局的構(gòu)架，并對重點產(chǎn)業(yè)進(jìn)行了布局研究。為了將發(fā)展的遠(yuǎn)期目標(biāo)和近期目標(biāo)進(jìn)行結(jié)合，實現(xiàn)可持續(xù)發(fā)展，文章還對產(chǎn)業(yè)發(fā)展的建設(shè)時序進(jìn)行了分析。 文章的最后，根據(jù)以上研究和分析，提出了日照國際海洋城產(chǎn)業(yè)發(fā)展的保障措施，，從組織領(lǐng)導(dǎo)、土地財政政策、金融支持、人才培養(yǎng)、國際合作和資源環(huán)境保護(hù)等方面入手，為在發(fā)展中實現(xiàn)規(guī)劃目標(biāo)提供了一系列的保障手段。這對日照日照國際海洋城的產(chǎn)業(yè)發(fā)展具有重要意義，有助于新區(qū)的合理化發(fā)展和建設(shè)。
[Abstract]:With the construction and construction of the Blue Economic Zone in Shandong Peninsula, the International Ocean City of Rizhao ushered in the opportunity for the development of the marine industry. The planning first is conducive to the construction of a reasonable industrial development system and the dynamic control of the whole process of investment, so as to obtain better economic benefits. Therefore, theoretical research and practice at home and abroad are studied and practical. The development of the case is objectively and comprehensively analyzed and evaluated. In view of the actual needs of the industrial development of the Rizhao International Ocean City, the feasibility analysis and evaluation of the development foundation and the significance of the development are carried out, and the risk of investment is evaluated and controlled, which will have practice on the investment and development of the Rizhao City urban central district. This paper, referring to the research ideas and methods of the development of the marine industry, combined with the specific conditions of the Rizhao International Ocean City, analyzed the development advantages and opportunities of the marine industry, and predicted the challenges and constraints of the industrial development, and then analyzed the significance of the development of the marine industry in Rizhao International Ocean City, as a comprehensive analysis. The background of the project.
After the background analysis, the article puts forward the industrial strategic positioning of the Rizhao International Ocean City, according to the selection basis of the leading industry and the SWOT analysis, determines the leading industry of the Ocean City, and puts forward the target of the industrial development, and expounds the focus of the development of the industry according to the six leading industries.
As the main content of the industrial development planning, the paper then carried out the study of the spatial layout of the industry. According to the specific cases, the principle of industrial layout was determined, the framework of the overall layout was put forward, and the layout of the key industries was studied. In order to combine the long-term goals and the recent goals of the development, the sustainable development was realized. The construction time sequence of industrial development is also analyzed.
At the end of the article, according to the above research and analysis, the safeguard measures for the industrial development of the Rizhao International Ocean City are put forward. From the aspects of organizational leadership, land finance policy, financial support, talent training, international cooperation and resource and environment protection, a series of safeguard means are provided for the realization of the planning goals in the development. The industrial development of the international ocean city is of great significance and is conducive to the rational development and construction of the new area.
