【摘要】：21世紀(jì)人類走向了海洋時(shí)代,對(duì)海洋資源的開發(fā)從過去的簡(jiǎn)單粗放逐漸向全方位、精細(xì)化、深度開發(fā)轉(zhuǎn)變。海洋經(jīng)濟(jì)呈現(xiàn)出繁榮發(fā)展的良好勢(shì)頭,在世界沿海國(guó)家和地區(qū)經(jīng)濟(jì)增長(zhǎng)中發(fā)揮著越來(lái)越重要的作用,已經(jīng)被越來(lái)越多的國(guó)家和地區(qū)提升到戰(zhàn)略性地位。環(huán)渤海地區(qū)是我國(guó)重要的海洋經(jīng)濟(jì)區(qū)域,在我國(guó)海洋經(jīng)濟(jì)發(fā)展中發(fā)揮著巨大作用,深入剖析環(huán)渤海地區(qū)海洋產(chǎn)業(yè)結(jié)構(gòu),綜合評(píng)價(jià)環(huán)渤海地區(qū)海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力,找出影響環(huán)渤海地區(qū)海洋產(chǎn)業(yè)發(fā)展的關(guān)鍵因素,并結(jié)合戰(zhàn)略制定、政策扶持、人才引進(jìn)與培養(yǎng)、技術(shù)創(chuàng)新等手段進(jìn)一步完善環(huán)渤海地區(qū)海洋產(chǎn)業(yè)發(fā)展體系,提高海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力,促進(jìn)海洋產(chǎn)業(yè)循環(huán)健康發(fā)展,對(duì)于環(huán)渤海地區(qū)海洋經(jīng)濟(jì)發(fā)展至關(guān)重要。本文首先對(duì)國(guó)內(nèi)外海洋產(chǎn)業(yè)及競(jìng)爭(zhēng)力方面的研究情況進(jìn)行了綜述,梳理了海洋產(chǎn)業(yè)相關(guān)概念和理論,對(duì)環(huán)渤海地區(qū)及所屬三省一市(遼寧、河北、山東、天津)海洋經(jīng)濟(jì)發(fā)展現(xiàn)狀(自然地理?xiàng)l件、社會(huì)經(jīng)濟(jì)基礎(chǔ)、產(chǎn)業(yè)發(fā)展情況等)進(jìn)行了闡述和系統(tǒng)分析。其次,在前述的基礎(chǔ)上,采用了較為常見的偏離—份額分析法,將時(shí)間段設(shè)定為2008~2013年,以海洋產(chǎn)業(yè)結(jié)構(gòu)為視角,分析了環(huán)渤海地區(qū)及遼寧、河北、山東和天津的三次海洋產(chǎn)業(yè)結(jié)構(gòu)及競(jìng)爭(zhēng)力,又將海洋產(chǎn)業(yè)生產(chǎn)總值整體作為研究對(duì)象進(jìn)行分析。接下來(lái)收集了2008年~2013年的相關(guān)數(shù)據(jù)并進(jìn)行整理,采用波士頓矩陣分析法對(duì)環(huán)渤海地區(qū)及三省一市海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力進(jìn)行評(píng)價(jià),根據(jù)評(píng)價(jià)結(jié)果將海洋產(chǎn)業(yè)劃分為明星、金牛、瘦狗、幼童四個(gè)檔次,并結(jié)合波士頓矩陣的一般規(guī)律提出建議。最后,從進(jìn)一步加強(qiáng)海洋統(tǒng)計(jì)工作、充分利用地區(qū)海洋資源、科學(xué)規(guī)劃海洋產(chǎn)業(yè)、優(yōu)化海洋產(chǎn)業(yè)結(jié)構(gòu)、加強(qiáng)陸域統(tǒng)籌、強(qiáng)化海洋人才培養(yǎng)、注重海洋環(huán)境保護(hù)等幾個(gè)方面為環(huán)渤海地區(qū)海洋產(chǎn)業(yè)的發(fā)展提出了相關(guān)對(duì)策和建議。
[Abstract]:In 21th century, human beings entered the era of the ocean, and the exploitation of marine resources gradually changed from simple and extensive to all-around, refined and in-depth development. The marine economy showed a good momentum of prosperity and development. It plays an increasingly important role in the economic growth of the world's coastal countries and regions, and has been promoted to a strategic position by more and more countries and regions. The Bohai Rim region is an important marine economic region in China. It plays an important role in the development of marine economy in China. The structure of marine industry around Bohai Sea is deeply analyzed, the competitiveness of marine industry around Bohai Sea is comprehensively evaluated, and the key factors affecting the development of marine industry in Bohai Rim region are found out. In combination with strategic formulation, policy support, the introduction and training of talents, and technological innovation, the marine industry development system in the Bohai region is further improved, the competitiveness of the marine industry is enhanced, and the healthy development of the marine industry is promoted. It is very important for the development of marine economy around Bohai Sea. Firstly, this paper summarizes the research situation of marine industry and competitiveness at home and abroad, and combs the related concepts and theories of marine industry. The present situation of marine economic development (natural geographical conditions, social and economic basis, industrial development, etc.) in the Bohai Rim region and three provinces and cities (Liaoning, Hebei, Shandong, Tianjin) are expounded and systematically analyzed. Secondly, On the basis of the foregoing, this paper adopts the more common method of deviation-share analysis, and sets the time period from 2008 to 2013. From the perspective of the marine industrial structure, the paper analyzes the Bohai Rim region and Liaoning and Hebei provinces. The structure and competitiveness of the three marine industries in Shandong and Tianjin are analyzed, and the GDP of the marine industry as a whole is analyzed. Then the relevant data from 2008 to 2013 are collected and sorted out. The competitiveness of marine industry in Bohai Rim region and three provinces and one city was evaluated by using Boston Matrix Analysis method. According to the evaluation results, the marine industry was divided into four grades: star, Taurus, skinny dog, and young children. Finally, from the point of view of further strengthening the work of ocean statistics, making full use of regional marine resources, scientifically planning marine industry, optimizing the structure of marine industry, and strengthening the overall planning of land areas, the paper puts forward some suggestions on the basis of the general laws of Boston matrix. Strengthening the training of marine talents and paying attention to the protection of marine environment, this paper puts forward some relevant countermeasures and suggestions for the development of marine industry in Bohai Rim.
