【摘要】：21世紀是人類全方位、多角度的開采海洋資源的新時代。海洋產(chǎn)業(yè)被各沿海國家視為戰(zhàn)略性產(chǎn)業(yè)，提升海洋產(chǎn)業(yè)競爭力要從戰(zhàn)略方面、人才儲備與培養(yǎng)方面、相關(guān)政策制度和技術(shù)創(chuàng)新等各方面著手，海洋產(chǎn)業(yè)在沿海國家經(jīng)濟增長中的起著重要的支撐作用。將海洋產(chǎn)業(yè)競爭力深入剖析并綜合評價，我國各海洋經(jīng)濟區(qū)在發(fā)展海洋產(chǎn)業(yè)過程中存在的相關(guān)聯(lián)的問題將會逐一呈現(xiàn)出來，找出原因并分析影響我國海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)發(fā)展的關(guān)鍵性因素，進一步合理完善我國海洋產(chǎn)業(yè)的發(fā)展體系，這對我國海洋產(chǎn)業(yè)的發(fā)展至關(guān)重要。 本文將我國11個沿海省市劃分為6個海洋經(jīng)濟區(qū)，即環(huán)渤海海洋經(jīng)濟區(qū)、長三角海洋經(jīng)濟區(qū)、珠三角海洋經(jīng)濟區(qū)、海西海洋經(jīng)濟區(qū)、環(huán)北部灣海洋經(jīng)濟區(qū)和海南海洋經(jīng)濟區(qū)。先對海洋產(chǎn)業(yè)相關(guān)概念和理論進行了闡述，以此為基礎(chǔ)，對我國六個海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)的發(fā)展現(xiàn)狀進行了系統(tǒng)的分析，闡明了各海洋經(jīng)濟區(qū)的優(yōu)勢和劣勢以及在海洋產(chǎn)業(yè)發(fā)展中出現(xiàn)的問題。 其次從海洋產(chǎn)業(yè)結(jié)構(gòu)的角度，應(yīng)用了偏離份額分析的方法，以海洋三次產(chǎn)業(yè)為出發(fā)點分析了我國海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)的結(jié)構(gòu)和海洋產(chǎn)業(yè)的競爭力，又將整個海洋產(chǎn)業(yè)作為研究對象進行綜合分析，并且劃分了六個海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)的發(fā)展類型。 然后從四個方面構(gòu)建了海洋產(chǎn)業(yè)競爭力評價的指標體系，收集整理了2006年～2011年的相關(guān)數(shù)據(jù)，采用主客觀賦權(quán)相結(jié)合的方法，即用主成分分析法計算出一級指標的得分，先對六個海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)競爭力的四個方面進行分別測算并分析，然后采用層次分析法計算一級指標的權(quán)重，最后加權(quán)求和得到海洋產(chǎn)業(yè)競爭力綜合得分，分別對各海洋經(jīng)濟區(qū)海洋產(chǎn)業(yè)競爭力進行評估與比較分析，并將六個海洋經(jīng)濟區(qū)的發(fā)展類型進行分類。 研究表明：①環(huán)渤海、長三角和珠三角三個海洋經(jīng)濟區(qū)屬于海洋產(chǎn)業(yè)競爭力較強的海洋經(jīng)濟區(qū)；其中珠三角海洋經(jīng)濟區(qū)總體增長優(yōu)勢較為明顯，，環(huán)渤海海洋經(jīng)濟區(qū)的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)勢較強。②海西海洋經(jīng)濟區(qū)屬于海洋產(chǎn)業(yè)競爭力一般的海洋經(jīng)濟區(qū)，但海洋產(chǎn)業(yè)總體增長優(yōu)勢最為突出。③海南海洋經(jīng)濟區(qū)和環(huán)北部灣海洋經(jīng)濟區(qū)屬于海洋產(chǎn)業(yè)競爭力較弱的海洋經(jīng)濟區(qū)，其海洋產(chǎn)業(yè)總體增長較全國來比也沒有優(yōu)勢。 最后，從海洋統(tǒng)計工作、合理發(fā)揮海洋資源優(yōu)勢、提高產(chǎn)業(yè)結(jié)構(gòu)的合理性、提升科技水平、注重海洋環(huán)境保護和加強陸域統(tǒng)籌幾個方面為海洋產(chǎn)業(yè)的發(fā)展方向和模式提出了相關(guān)對策和建議。
[Abstract]:21th century is a new era in which human being exploits marine resources in all directions and from many angles. Marine industry is regarded as a strategic industry by coastal countries. In order to enhance the competitiveness of marine industry, it is necessary to improve the competitiveness of marine industry in terms of strategy, talent reserve and training. The marine industry plays an important supporting role in the economic growth of coastal countries. The competitiveness of marine industry is deeply analyzed and comprehensively evaluated. The problems related to the development of marine industry in China's marine economic zones will be presented one by one, and the causes will be found out and the key factors affecting the development of marine industries in China's marine economic zones will be analyzed. It is very important for the development of marine industry to perfect the development system of marine industry. In this paper, 11 coastal provinces and cities in China are divided into 6 marine economic zones, I. e., the Bohai Sea Rim Economic Zone, the Yangtze River Delta Marine Economic Zone, the Pearl River Delta Marine Economic Zone, and the Hercynian Marine Economic Zone. First of all, the concepts and theories related to marine industry are expounded, and based on this, the development status of marine industry in six marine economic zones in China is systematically analyzed. The advantages and disadvantages of each marine economic zone and the problems in the development of marine industry are expounded. Secondly, from the point of view of marine industrial structure, the method of deviation share analysis is applied to analyze the structure of marine industry and the competitiveness of marine industry in China's marine economic zone. The whole marine industry is considered as the research object, and the development types of marine industry in six marine economic zones are divided. Then it constructs the index system of marine industry competitiveness evaluation from four aspects, collects and collates the relevant data from 2006 to 2011, and adopts the method of combining subjective and objective weights, that is, using principal component analysis method to calculate the score of the first grade index. First, the four aspects of marine industry competitiveness in six marine economic zones are calculated and analyzed separately, then the weight of the first class index is calculated by AHP, and the comprehensive score of the competitiveness of marine industry is obtained by weighted summation. The competitiveness of marine industry in each marine economic zone is evaluated and compared, and the development types of six marine economic zones are classified. The study shows that the three marine economic zones of the Bohai Sea, the Yangtze River Delta and the Pearl River Delta belong to the marine economic zone with strong competitiveness in marine industry, among which the Pearl River Delta Marine Economic Zone has obvious overall growth advantages. The Bohai Sea Rim Marine Economic Zone has a strong industrial structure advantage .2 the Hercynian Marine Economic Zone belongs to the general marine economic zone with the general competitiveness of the marine industry. However, the overall growth advantage of marine industry is the most prominent. 3 Hainan Marine Economic Zone and the Beibu Gulf Marine Economic Zone belong to the marine economic zone with weak competitiveness of marine industry, and the overall increase of marine industry has no advantage compared with that of the whole country. Finally, from the work of ocean statistics, we should give full play to the advantages of marine resources, improve the rationality of industrial structure, and raise the level of science and technology. This paper puts forward some countermeasures and suggestions for the development direction and mode of marine industry from the aspects of paying attention to marine environment protection and strengthening land area coordination.
