【摘要】：21世紀(jì)以來，全世界對海洋的開發(fā)需求日益增強(qiáng)，海洋經(jīng)濟(jì)在國民經(jīng)濟(jì)中的地位日益提高，實現(xiàn)海洋經(jīng)濟(jì)的可持續(xù)發(fā)展已經(jīng)從戰(zhàn)略規(guī)劃落實到實際工作中。然而，海洋經(jīng)濟(jì)的騰飛在提升人類生活水平的同時給海洋環(huán)境帶來了嚴(yán)重的破壞。廣東省在發(fā)展海洋經(jīng)濟(jì)的過程中也遭到了惡化的海洋環(huán)境的阻礙，各大海洋產(chǎn)業(yè)的發(fā)展都需要良好的生態(tài)環(huán)境作為前提條件，同時應(yīng)該認(rèn)識到海洋經(jīng)濟(jì)的發(fā)展成果也保障了改善海洋環(huán)境所需的物質(zhì)資金和科學(xué)技術(shù)。因此，，如何協(xié)調(diào)海洋經(jīng)濟(jì)發(fā)展和海洋環(huán)境質(zhì)量水平之間的關(guān)系已成為當(dāng)今最重要的研究課題。本文從海洋資源儲量、經(jīng)濟(jì)規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)三方面探討了廣東海洋經(jīng)濟(jì)發(fā)展水平，從海洋資源質(zhì)量、入海污染源分布、海洋災(zāi)害和突發(fā)事件三方面分析了廣東海洋環(huán)境質(zhì)量水平；從歷史文化、政府、制度、技術(shù)四個層面剖析問題的產(chǎn)生原因；結(jié)合廣東實際情況設(shè)計指標(biāo)體系，選擇耦合分析法對海洋經(jīng)濟(jì)與環(huán)境的關(guān)系進(jìn)行實證研究，通過耦合度及耦合協(xié)調(diào)度的計算準(zhǔn)確評價兩者之間的協(xié)調(diào)關(guān)系；從實證分析的結(jié)果進(jìn)行說明，廣東省海洋經(jīng)濟(jì)與海洋環(huán)境目前協(xié)調(diào)性水平不高，但總體呈現(xiàn)由不協(xié)調(diào)向協(xié)調(diào)邁進(jìn)的趨勢；結(jié)合廣東省現(xiàn)狀從群眾、海洋產(chǎn)業(yè)協(xié)會、政府、國家的角度提出解決對策和建議。正文主要包括8個部分，詳細(xì)內(nèi)容如下： 第一部分為緒論，交代本文的選題背景和寫作意義，歸納總結(jié)國內(nèi)外研究成果，簡述本文的主要研究內(nèi)容和邏輯結(jié)構(gòu)，并說明本研究的特色和創(chuàng)新點。 第二部分界定海洋經(jīng)濟(jì)和海洋環(huán)境的概念，并概述本研究的理論基礎(chǔ)。 第三部分重點分析廣東省目前的海洋經(jīng)濟(jì)水平和廣東海洋環(huán)境質(zhì)量水平。 第四部分運用實證分析結(jié)果結(jié)合調(diào)查研究，指出廣東海洋經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展過程中存在的問題，并進(jìn)行原因剖析。 第五部分首先介紹了幾種相關(guān)的評價方法，說明了選擇耦合分析法的原因，并概述耦合分析的理論基礎(chǔ)以及海洋經(jīng)濟(jì)系統(tǒng)與環(huán)境系統(tǒng)的耦合機(jī)制。 第六部分構(gòu)建海洋經(jīng)濟(jì)系統(tǒng)和環(huán)境系統(tǒng)的指標(biāo)體系，并通過數(shù)學(xué)模型來評估實證分析結(jié)果。 第七部分對促進(jìn)廣東海洋經(jīng)濟(jì)與海洋環(huán)境共同發(fā)展及和諧進(jìn)步提出幾點建議。 第八部分為全文的總結(jié)。
[Abstract]:Since 21th century, the demand for ocean development in the world has been increasing day by day, and the status of marine economy in the national economy has been increasing day by day. The realization of sustainable development of marine economy has been implemented from strategic planning to practical work. The rapid development of the marine economy has brought serious damage to the marine environment while improving the living standards of human beings. Guangdong Province has also been hindered by the deterioration of the marine environment in the process of developing the marine economy. The development of major marine industries requires a good ecological environment as a prerequisite, and it should be recognized that the achievements of the development of the marine economy also guarantee the material capital and science and technology required to improve the marine environment. How to coordinate the relationship between the development of marine economy and the level of marine environmental quality has become the most important research topic. This paper discusses the level of marine economic development in Guangdong from three aspects of marine resources reserves, economic scale and industrial structure. This paper analyzes the quality level of Guangdong's marine environment from three aspects: the quality of marine resources, the distribution of pollution sources into the sea, marine disasters and emergencies, and analyzes the causes of the problems from the four aspects of history and culture, government, system and technology. According to the actual situation of Guangdong Province, the paper chooses coupling analysis method to study the relationship between marine economy and environment, and evaluates the coordination relationship between the two accurately through the calculation of coupling degree and coupling coordination degree. The results of the empirical analysis show that the coordination level between the marine economy and the marine environment in Guangdong Province is not high at present, but the overall trend is moving forward from uncoordinated to coordinated; combined with the current situation of Guangdong Province, from the masses, the Marine Industry Association, the Government, The text consists of eight parts, the details of which are as follows:. The first part is the introduction, which explains the background and significance of this paper, summarizes the research results at home and abroad, briefly describes the main research content and logical structure of this paper, and explains the characteristics and innovation of this study. The second part defines the concepts of marine economy and marine environment, and summarizes the theoretical basis of this study. The third part focuses on the analysis of the current level of marine economy and the quality of marine environment in Guangdong Province. In 4th, the author points out the problems existing in the process of the coordinated development of marine economy and environment in Guangdong Province, and analyzes the reasons. In the 5th part, several relative evaluation methods are introduced, the reason of choosing coupling analysis method is explained, and the theoretical basis of coupling analysis and the coupling mechanism between marine economic system and environmental system are summarized. In 6th, the index system of marine economic system and environmental system is constructed, and the results of empirical analysis are evaluated by mathematical model. In the 7th part, some suggestions are put forward to promote the common development and harmonious progress of Guangdong marine economy and marine environment. Part 8th is a summary of the full text.
