【摘要】：產(chǎn)業(yè)結(jié)構(gòu)變動對經(jīng)濟(jì)增長的促進(jìn)作用已經(jīng)在經(jīng)濟(jì)實(shí)踐中得到了檢驗(yàn)。在現(xiàn)代經(jīng)濟(jì)發(fā)展中,產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟(jì)發(fā)展階段密切相關(guān),產(chǎn)業(yè)結(jié)構(gòu)狀況和經(jīng)濟(jì)結(jié)構(gòu)狀況共同反映一國經(jīng)濟(jì)的發(fā)展方向和發(fā)展水平,制約著經(jīng)濟(jì)發(fā)展的速度和質(zhì)量。海洋經(jīng)濟(jì)伴隨著陸地資源的過度開發(fā)而逐步發(fā)展起來,海洋產(chǎn)業(yè)是人類在海洋資源開發(fā)利用過程中發(fā)展起來的新生產(chǎn)業(yè),它是與陸地產(chǎn)業(yè)相對應(yīng)的。海洋產(chǎn)業(yè)結(jié)構(gòu)是指各海洋產(chǎn)業(yè)部門之間的比例構(gòu)成以及它們之間相互依存、相互制約的關(guān)系。隨著對海洋資源認(rèn)識程度的不斷深入和對海洋資源開發(fā)利用能力的不斷提高,海洋產(chǎn)業(yè)結(jié)構(gòu)變動在海洋經(jīng)濟(jì)發(fā)展進(jìn)而在社會經(jīng)濟(jì)發(fā)展中所起的作用越來越重要。 本文將內(nèi)陸產(chǎn)業(yè)結(jié)構(gòu)變化與經(jīng)濟(jì)增長的關(guān)系研究運(yùn)用于海洋產(chǎn)業(yè)結(jié)構(gòu)的變化與經(jīng)濟(jì)增長的關(guān)系研究之中。本文從分析我國海洋經(jīng)濟(jì)的發(fā)展現(xiàn)狀及存在問題入手,以全國十一個沿海省市的海洋產(chǎn)業(yè)相關(guān)數(shù)據(jù)作為研究對象,利用豪斯曼檢驗(yàn),最終確定采用固定效應(yīng)模型進(jìn)行實(shí)證分析,揭示了海洋產(chǎn)業(yè)結(jié)構(gòu)變動與經(jīng)濟(jì)增長的關(guān)系。得出的結(jié)論是：海洋產(chǎn)業(yè)結(jié)構(gòu)高級化與合理化對海洋經(jīng)濟(jì)增長都有正向促進(jìn)作用,而且海洋產(chǎn)業(yè)結(jié)構(gòu)的高級化水平對經(jīng)濟(jì)增長的促進(jìn)作用顯著高于合理化水平,但是海洋產(chǎn)業(yè)結(jié)構(gòu)的標(biāo)準(zhǔn)化程度與海洋經(jīng)濟(jì)增長呈反相關(guān)關(guān)系,表示我國海洋產(chǎn)業(yè)結(jié)構(gòu)與陸地產(chǎn)業(yè)結(jié)構(gòu)或者標(biāo)準(zhǔn)產(chǎn)業(yè)結(jié)構(gòu)構(gòu)成比例不盡相同,我國還需要進(jìn)一步調(diào)整優(yōu)化海洋產(chǎn)業(yè)結(jié)構(gòu),提高高級化和合理化水平。 通過對我國海洋產(chǎn)業(yè)總體發(fā)展現(xiàn)狀及區(qū)域海洋經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行分析,認(rèn)為目前我國海洋產(chǎn)業(yè)存在三次產(chǎn)業(yè)結(jié)構(gòu)不盡合理、區(qū)域海洋經(jīng)濟(jì)發(fā)展不平衡的問題,結(jié)合實(shí)證研究的結(jié)論,本文從以下三個方面提出了促進(jìn)海洋產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的建議：第一,提升海洋第一產(chǎn)業(yè)發(fā)展質(zhì)量,合理開發(fā)漁業(yè)資源；第二,依托高新技術(shù),大力發(fā)展海洋第二產(chǎn)業(yè)；第三,加快發(fā)展海洋第三產(chǎn)業(yè),突出濱海旅游業(yè)的支柱地位。
[Abstract]:The role of industrial structure change in promoting economic growth has been tested in economic practice. In modern economic development, industrial structure is closely related to the stage of economic development. The industrial structure and the economic structure reflect the development direction and level of a country's economy, and restrict the speed and quality of the economic development. The marine economy is gradually developing along with the over-exploitation of land resources. The marine industry is a new industry developed by human beings in the process of exploitation and utilization of marine resources, which corresponds to the land industry. The marine industrial structure refers to the proportion composition among the marine industry departments and their interdependence. With the deepening of understanding of marine resources and the continuous improvement of their ability to exploit and utilize marine resources, The change of marine industrial structure plays a more and more important role in the development of marine economy and social economy. In this paper, the relationship between the change of inland industrial structure and economic growth is applied to the study of the relationship between the change of marine industrial structure and economic growth. Taking the relevant data of marine industry in 11 coastal provinces and cities as the research object, and using the Hausmann test, we finally decided to adopt the fixed effect model to carry on the empirical analysis. This paper reveals the relationship between the change of marine industrial structure and economic growth, and draws the conclusion that the advanced and rationalized marine industrial structure has a positive effect on marine economic growth. Moreover, the advanced level of marine industrial structure has significantly higher promoting effect on economic growth than that of rationalization level, but the standardization degree of marine industrial structure is inversely related to marine economic growth. It indicates that the proportion of marine industrial structure is not the same as that of terrestrial industrial structure or standard industrial structure, and that China needs to further adjust and optimize the marine industrial structure and raise the level of upgrading and rationalization. Based on the analysis of the overall development situation of marine industry and the development of regional marine economy in China, it is concluded that there are three unreasonable industrial structure and unbalanced development of regional marine economy in China's marine industry at present. Combined with the conclusion of empirical research, this paper puts forward some suggestions to promote the optimization and upgrading of marine industrial structure from the following three aspects: first, to improve the quality of marine primary industry development, and to develop fishery resources rationally; second, to rely on high and new technology, Third, speed up the development of marine tertiary industry and highlight the pillar position of coastal tourism.
