【摘要】：海洋是人類賴以生存的重要基礎(chǔ)，海洋資源是人類擁有的寶貴財(cái)富，對(duì)人類生存和發(fā)展意義重大。遼寧省是我國(guó)東北三省中唯一的一個(gè)沿海省份，海岸線綿長(zhǎng)，其區(qū)位優(yōu)勢(shì)明顯，且海洋資源豐富，擁有巨大的海洋經(jīng)濟(jì)發(fā)展?jié)摿�。在海洋�?jīng)濟(jì)總量方面、造船以及旅游業(yè)等眾多方面都具有一定的比較優(yōu)勢(shì)�？梢哉f(shuō)，遼寧的經(jīng)濟(jì)發(fā)展離不開海洋，離不開海洋經(jīng)濟(jì)的可持續(xù)發(fā)展。 現(xiàn)代海洋經(jīng)濟(jì)具有非常深刻的科學(xué)內(nèi)涵和現(xiàn)實(shí)意義。它催生了具有強(qiáng)大競(jìng)爭(zhēng)力的海洋優(yōu)勢(shì)產(chǎn)業(yè)，與傳統(tǒng)的海洋經(jīng)濟(jì)相比，現(xiàn)代海洋經(jīng)濟(jì)發(fā)展更應(yīng)注重海洋研發(fā)與保護(hù)實(shí)現(xiàn)全面協(xié)調(diào)可持續(xù)發(fā)展，，對(duì)于海陸布局、開發(fā)及資源綜合利用以及科技創(chuàng)新運(yùn)用等相關(guān)方面也應(yīng)提高重視度，實(shí)現(xiàn)生態(tài)建設(shè)的資源節(jié)約，強(qiáng)化海洋生態(tài)文明，保證海洋經(jīng)濟(jì)可持續(xù)的良好發(fā)展。 本文首先闡述海洋經(jīng)濟(jì)的內(nèi)涵與特征，再?gòu)暮Ｑ蠼?jīng)濟(jì)的相關(guān)理論入手，探討海洋經(jīng)濟(jì)在社會(huì)主義市場(chǎng)經(jīng)濟(jì)中的重要戰(zhàn)略地位。接著，采用SOWT分析方法對(duì)遼寧省發(fā)展海洋經(jīng)濟(jì)的優(yōu)勢(shì)條件以及面臨的機(jī)遇和挑戰(zhàn)進(jìn)行戰(zhàn)略分析，通過(guò)論述和分析總結(jié)出海洋經(jīng)濟(jì)的主要影響因素。最后，針對(duì)從SWOT分析中所反映的遼寧海洋經(jīng)濟(jì)在發(fā)展過(guò)程中所存在的主要問題，提出了幾點(diǎn)具體的思路與對(duì)策建議。
[Abstract]:The ocean is an important foundation for human survival, and marine resources are the precious wealth of human beings, which is of great significance to the survival and development of human beings. Liaoning Province is the only coastal province in the three northeastern provinces of China, with a long coastline. Its location advantage is obvious, and the marine resources are abundant, it has huge marine economy development potential. In the marine economy gross amount, shipbuilding, tourism and many other aspects all have certain comparative advantage. Liaoning's economic development can not be separated from the ocean and the sustainable development of the marine economy. Modern marine economy has a profound scientific connotation and practical significance. It has given birth to a strong competitive marine advantage industry, compared with the traditional marine economy. The development of modern marine economy should pay more attention to marine R & D and protection to achieve comprehensive and sustainable development, and should pay more attention to the layout of land and sea, the comprehensive utilization of resources and the application of science and technology innovation and so on. To realize the conservation of resources in ecological construction, to strengthen marine ecological civilization, and to ensure the sustainable and good development of marine economy. This paper first expounds the connotation and characteristics of marine economy, and then discusses the important strategic position of marine economy in socialist market economy from the perspective of relevant theories of marine economy. This paper makes a strategic analysis of the advantages, opportunities and challenges of developing marine economy in Liaoning Province by using SOWT analysis method, and concludes the main influencing factors of marine economy by discussing and analyzing the main factors. In view of the main problems in the development of Liaoning marine economy reflected from the SWOT analysis, this paper puts forward some concrete ideas and suggestions.
