【摘要】：進入21世紀(jì)以來,世界各國將關(guān)注的焦點轉(zhuǎn)移到海洋資源發(fā)展上,海洋的戰(zhàn)略地位在世界各國的發(fā)展中逐漸突顯。全球掀起了開發(fā)海洋資源的熱潮,中國作為一個海洋強國勢必抓住時機開發(fā)利用海洋資源。海洋管理成為政府工作的重點。海域作為海洋資源的重要組成部分,在新形勢下更應(yīng)科學(xué)開發(fā)、規(guī)范管理。城市邊緣區(qū)海域雖然是海域的特殊部分,但是位于城鄉(xiāng)過渡地帶具有自身的獨特性。在經(jīng)濟發(fā)展的過程中,城市邊緣區(qū)海域因具有城市生態(tài)及農(nóng)村生態(tài)的協(xié)同優(yōu)勢,為經(jīng)濟的發(fā)展帶來很大助力。但同時也是海域開發(fā)利用過程中最易產(chǎn)生問題的地區(qū),如若管理不善,則不利于經(jīng)濟的可持續(xù)發(fā)展。因此,解決城市邊緣區(qū)海域管理中的矛盾,科學(xué)管理的重要性日益突顯。本文第一章首先分析了此選題的背景和意義,然后總結(jié)了國內(nèi)外相關(guān)研究的內(nèi)容和方向,進而提出了本文的研究方法和研究思路。第二章對論文涉及的概念和理論做了梳理與陳述,簡單界定了文章所依據(jù)的定義,相關(guān)理論的陳述為之后文章的寫作奠定了理論基礎(chǔ)。第三章通過分析我國城市邊緣區(qū)海域管理的現(xiàn)狀,指出其中存在的問題,結(jié)合城市邊緣區(qū)海域管理的實際狀況分析了問題存在的原因。第四章依托相關(guān)理論,對我國城市邊緣區(qū)海域問題的化解及規(guī)范這部分地區(qū)的管理提出了管理思路。第五章基于前四章的論述,針對第三章提出的問題和原因,根據(jù)在相關(guān)理論指導(dǎo)下構(gòu)思的管理思路,最終提出了應(yīng)對我國城市邊緣區(qū)海域管理問題的對策。
[Abstract]:Since 21th century, the focus of attention has been shifted to the development of marine resources, and the strategic position of the ocean has been gradually highlighted in the development of the world. As a powerful marine country, China is bound to seize the opportunity to exploit and utilize marine resources. Ocean management has become the focus of the government's work. As an important part of marine resources, the sea area should be developed more scientifically under the new situation. Although the sea area in the urban fringe area is a special part of the sea area, it has its own uniqueness in the transition zone between urban and rural areas. In the process of economic development, the sea area in the urban fringe area has the synergistic advantages of urban ecology and rural ecology. At the same time, it is also the area where problems arise in the process of exploitation and utilization of the sea area. If it is not managed properly, it will be harmful to the sustainable development of economy. Therefore, to solve the contradiction in the management of the sea area in the urban fringe area, The importance of scientific management is becoming increasingly prominent. The first chapter of this paper analyzes the background and significance of this topic, and then summarizes the content and direction of relevant research at home and abroad. In chapter two, the concepts and theories involved in the paper are combed and stated, and the definition of the article is simply defined. The statement of relevant theories lays a theoretical foundation for the later writing. Chapter three points out the existing problems by analyzing the present situation of the sea area management in the urban fringe area of our country. Combined with the actual situation of the sea area management in the urban fringe area, this paper analyzes the reasons for the problem. Chapter 4th relies on the relevant theories. This paper puts forward the management thinking of solving and standardizing the problems in the sea area of the urban fringe area of our country. Chapter 5th is based on the discussion of the first four chapters, aiming at the problems and reasons put forward in the third chapter. According to the management ideas under the guidance of relevant theories, the paper finally puts forward the countermeasures to deal with the problems in the management of the sea area in the urban fringe area of our country.
