【摘要】：海岸帶是海洋和陸地兩大自然單元相互銜接的過渡地帶,也是人口、能源和資源的流入地,以及資源開發(fā)和經(jīng)濟(jì)發(fā)展的前沿陣地。海岸帶的大力開發(fā)一方面造成了資源的浪費(fèi)和緊缺,另一方面也嚴(yán)重破壞了海岸帶的生態(tài)環(huán)境。因此,如何在海岸帶開發(fā)過程中進(jìn)行科學(xué)規(guī)劃與建設(shè),如何平衡開發(fā)利用和生態(tài)保護(hù)就顯得尤為重要。針對(duì)海岸帶的開發(fā)利用與生態(tài)保護(hù)之間的矛盾,基于國(guó)內(nèi)外有關(guān)海岸帶開發(fā)的研究成果,總結(jié)出海岸帶的生態(tài)敏感區(qū)域類型和開發(fā)利用方式；構(gòu)建了港口建設(shè)、城鎮(zhèn)建設(shè)、臨港工業(yè)建設(shè)、旅游休閑和漁業(yè)養(yǎng)殖的適宜性評(píng)價(jià)體系,并建立基于開發(fā)潛力-生態(tài)限制模型的海岸帶開發(fā)適宜性評(píng)價(jià)方法,其中開發(fā)潛力因子權(quán)重由網(wǎng)絡(luò)分析(ANP)和模糊層次分析(FAHP)相結(jié)合確定,生態(tài)限制因子疊加規(guī)則采用取大原則；利用已開發(fā)區(qū)域和基于模糊證據(jù)權(quán)模型的預(yù)測(cè)開發(fā)區(qū)域,提出對(duì)適宜性評(píng)價(jià)結(jié)果進(jìn)行驗(yàn)證的方法；以北方某市海岸帶的港口建設(shè)為例,進(jìn)行了算例研究,將評(píng)價(jià)結(jié)果劃分為最適宜開發(fā)區(qū)域、高適宜開發(fā)區(qū)域、中適宜開發(fā)區(qū)域、低適宜開發(fā)區(qū)域和不適宜開發(fā)區(qū)域五個(gè)等級(jí),分別占海岸帶陸域面積比例為：8.72%、14.29%、17.14%、29.34%和30.51%,占岸線比例分別為：31.11%、11.47%、12.28%、13.69%和31.45%；通過已建港區(qū)、風(fēng)景名勝及海洋保護(hù)區(qū)和預(yù)測(cè)港區(qū)占用的岸線對(duì)評(píng)價(jià)結(jié)果進(jìn)行驗(yàn)證,已建港區(qū)和預(yù)測(cè)港區(qū)占用的岸線處于最適宜開發(fā)岸線的比例分別為87.68%和78.29%,風(fēng)景名勝及海洋保護(hù)區(qū)占用的岸線處于不適宜開發(fā)岸線的比例為76.59%。結(jié)果表明,本研究提出的開發(fā)潛力-生態(tài)限制模型能準(zhǔn)確、有效地對(duì)海岸帶開發(fā)適宜性進(jìn)行評(píng)價(jià),可以為海岸帶的空間規(guī)劃提供理論參考。
[Abstract]:The coastal zone is a transitional zone where the two natural units of the sea and land are connected to each other, and it is also the place where the population, energy and resources flow. On the one hand, the development of coastal zone caused the waste and shortage of resources, on the other hand, it also seriously damaged the ecological environment of coastal zone. How to plan and construct scientifically in the process of coastal zone development, how to balance development and utilization and ecological protection is particularly important, aiming at the contradiction between the exploitation and utilization of coastal zone and ecological protection. Based on the research results of coastal zone development at home and abroad, the types of ecologically sensitive areas and the ways of development and utilization of coastal zone are summarized. The suitability evaluation system of port construction, town construction, port industry construction, tourism leisure and fishery breeding was established, and the evaluation method of coastal zone development suitability based on exploitation potential-ecological restriction model was established. The weights of development potential factors are determined by the combination of network analysis (ANPs) and fuzzy analytic hierarchy process (FAHP), and the principle of ecological restriction factor superposition is adopted. Based on the developed region and the predictive development area based on fuzzy evidence weight model, a method to verify the suitability evaluation results is put forward. Taking the port construction in the coastal zone of a northern city as an example, the evaluation results are divided into the most suitable development area, the high suitable development area and the middle suitable development area. There are five grades of low and unsuitable development areas, which account for 29.34% and 30.51%% of the land area of coastal zone, respectively, accounting for 14.29% and 17.14% of the total land area of the coastal zone, respectively. The proportion on the shoreline was 13.69% and 31.45%, respectively, and 11.47% and 12.28%, respectively. The evaluation results are verified by the established port areas, scenic spots and marine protected areas and the shoreline occupied by the predicted port areas. The proportion of the coastline occupied by the established port area and the predicted port area is 87.68% and 78.29%, respectively. The proportion of coastline occupied by scenic spots and marine protected areas is 76.599.The results show that the development potential-ecological limitation model proposed in this study is accurate. The evaluation of coastal zone development suitability can provide a theoretical reference for the spatial planning of coastal zone.
