【摘要】：為滿足建設(shè)海洋強國、推進實施"21世紀(jì)海上絲綢之路"的迫切需求,急需大力加強海洋信息化建設(shè),從"數(shù)字海洋"向"智慧海洋"邁進。本文分析了國外海洋信息化建設(shè)的成功經(jīng)驗及國內(nèi)海洋信息化建設(shè)面臨的主要問題,提出了全面提升中國海洋信息體系能力的"智慧海洋"構(gòu)想,闡述了"智慧海洋"的內(nèi)涵、體系組成、體系工程特征及關(guān)鍵技術(shù),提出了運用體系工程方法建設(shè)"智慧海洋"的具體辦法。
[Abstract]:In order to meet the urgent need of building a powerful marine country and promoting the implementation of the "Maritime Silk Road" in 21th century, it is urgent to strengthen the construction of marine information technology. From "Digital Ocean" to "Ocean of Wisdom". This paper analyzes the successful experiences of overseas marine informatization construction and the main problems faced by domestic marine informatization construction. This paper puts forward the concept of "intelligent ocean" to enhance the capability of China's marine information system in an all-round way, and expounds the connotation, system composition, system engineering characteristics and key technologies of "intelligent ocean". This paper puts forward the concrete method of building "intelligent ocean" by using system engineering method.
