【摘要】：近年來(lái)國(guó)家提出了“藍(lán)色經(jīng)濟(jì)”概念,重在指向海洋資源和海洋空間的開(kāi)發(fā)與利用,海洋產(chǎn)業(yè)作為“藍(lán)色經(jīng)濟(jì)”發(fā)展的載體,對(duì)其的發(fā)展影響重大。2011年國(guó)務(wù)院《浙江海洋經(jīng)濟(jì)發(fā)展示范區(qū)規(guī)劃》的批復(fù),使浙江省海洋經(jīng)濟(jì)發(fā)展提升到國(guó)家戰(zhàn)略,為浙江海洋經(jīng)濟(jì)的發(fā)展、產(chǎn)業(yè)優(yōu)勢(shì)的形成提供了更高的平臺(tái)。2014年“一路一帶”概念提出打造21世紀(jì)海上絲綢之路和絲綢之路經(jīng)濟(jì)帶,而海洋產(chǎn)業(yè)良好基礎(chǔ)正是浙江建設(shè)海上絲綢之路的關(guān)鍵�；诖�,研究海洋產(chǎn)業(yè)效率及其影響因素,進(jìn)而提高產(chǎn)業(yè)效率具有重要的研究意義。文章采用文獻(xiàn)研究法、統(tǒng)計(jì)分析法和調(diào)查研究法,界定了海洋產(chǎn)業(yè)、產(chǎn)業(yè)效率等相關(guān)概念,介紹了產(chǎn)業(yè)效率及效率影響因素的分析方法,建立本文海洋經(jīng)濟(jì)效率研究的模型和理論基礎(chǔ)。并在此基礎(chǔ)上根據(jù)浙江省海洋產(chǎn)業(yè)發(fā)展的整體情況、產(chǎn)業(yè)結(jié)構(gòu)情況及各行業(yè)現(xiàn)狀,選擇反映海洋產(chǎn)業(yè)發(fā)展投入產(chǎn)出指標(biāo),定量分析浙江省海洋產(chǎn)業(yè)靜態(tài)效率和動(dòng)態(tài)效率。在得出浙江海洋產(chǎn)業(yè)效率的基礎(chǔ)上,從微觀角度進(jìn)一步定量分析四大因素對(duì)效率的影響程度,并提出相關(guān)對(duì)策建議。文章主要結(jié)論有:(1)靜態(tài)效率方面。第一次產(chǎn)業(yè)靜態(tài)綜合效率最優(yōu),海洋第二次產(chǎn)業(yè)綜合效率增長(zhǎng)幅度最高,其中規(guī)模效率對(duì)高增長(zhǎng)幅度貢獻(xiàn)率最大,海洋第三次產(chǎn)業(yè)靜態(tài)綜合效率起伏最大,并與宏觀經(jīng)濟(jì)波動(dòng)相一致。(2)動(dòng)態(tài)效率方面。海洋第一次產(chǎn)業(yè)全要素生產(chǎn)率在五年中不斷上升,海洋第二次產(chǎn)業(yè)全要素生產(chǎn)率先升后降,技術(shù)進(jìn)步推動(dòng)作用最強(qiáng),海洋第三次產(chǎn)業(yè)全要素生產(chǎn)率有巨大進(jìn)步,規(guī)模效率貢獻(xiàn)率最大。2008-2012年間,海洋漁業(yè)全要素生產(chǎn)率不斷提高,除海洋漁業(yè)外的其他涉海行業(yè)全要素生產(chǎn)率都存在不同程度的有起伏。(3)效率影響因素方面。海洋第一次產(chǎn)業(yè)受企業(yè)規(guī)模、企業(yè)資本結(jié)構(gòu)和研究開(kāi)發(fā)投入影響顯著,海洋第二次產(chǎn)業(yè)中傳統(tǒng)行業(yè)受企業(yè)規(guī)模、研究與開(kāi)發(fā)投入、成本效率影響顯著,海洋第二次產(chǎn)業(yè)中新興行業(yè)受企業(yè)資本結(jié)構(gòu)、研究與開(kāi)發(fā)投入影響顯著,海洋第三次產(chǎn)業(yè)對(duì)受企業(yè)規(guī)模、企業(yè)資本結(jié)構(gòu)和研究開(kāi)發(fā)投入影響顯著。
[Abstract]:In recent years, the state has put forward the concept of "blue economy", which focuses on the development and utilization of marine resources and marine space, and marine industry as the carrier of the development of "blue economy". In 2011, the approval of the State Council "Zhejiang Marine Economic Development demonstration Zone Plan" made the marine economic development of Zhejiang Province to the national strategy, for the development of Zhejiang marine economy. The formation of industrial advantages provided a higher platform. In 2014, the concept of "one Road, one Road" proposed to build the 21th century Sea Silk Road and Silk Road economic belt. The good foundation of marine industry is the key to build the maritime Silk Road in Zhejiang Province. Based on this, the efficiency of marine industry and its influencing factors are studied. Therefore, it is of great significance to improve the industrial efficiency. This paper defines the concepts of marine industry and industrial efficiency by the methods of literature research, statistical analysis and investigation. This paper introduces the analysis method of industrial efficiency and its influencing factors, establishes the model and theoretical basis of the research on marine economic efficiency in this paper, and on this basis, according to the overall situation of the development of marine industry in Zhejiang Province. Industrial structure and the current situation of various industries, selected to reflect the marine industry development input-output indicators, quantitative analysis of the static and dynamic efficiency of Zhejiang marine industry, on the basis of the conclusion of Zhejiang marine industry efficiency. Further quantitative analysis from the micro perspective of the impact of the four factors on efficiency, and put forward relevant countermeasures and suggestions. The main conclusions of this paper are: 1) static efficiency. The first industrial static comprehensive efficiency is optimal. The second ocean industry comprehensive efficiency growth range is the highest, in which the scale efficiency contribution to the high growth rate is the largest, the third ocean industry static comprehensive efficiency fluctuation is the largest. The total factor productivity of the first marine industry has been rising in the past five years, and the total factor productivity of the second industry of the ocean has risen first and then decreased. The technological progress is the strongest, the total factor productivity of the third marine industry has made great progress, and the contribution rate of scale efficiency is the largest. During the period of 2008-2012, the total factor productivity of marine fisheries has been continuously improved. In addition to marine fisheries, the total factor productivity (TFP) of other ocean-related industries has varying degrees of fluctuation. (3) factors affecting efficiency. The first marine industry is subject to the size of the firm. Enterprise capital structure and R & D investment have a significant impact on the traditional industries in the second marine industry by the size of enterprises, research and development investment, the impact of cost efficiency is significant. In the second industry of the ocean, the new industry is influenced by the capital structure of the enterprise, and the investment of research and development is significant. The third industry of the ocean has a significant influence on the scale of the enterprise, the capital structure of the enterprise and the investment of research and development.
