【摘要】：進(jìn)入21世紀(jì)以來,全球海洋經(jīng)濟(jì)快速發(fā)展,培育和發(fā)展海洋新興產(chǎn)業(yè)成為世界沿海國(guó)家以及我國(guó)沿海地區(qū)搶占科技制高點(diǎn)、轉(zhuǎn)變海洋經(jīng)濟(jì)發(fā)展模式、推動(dòng)海洋產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí)、實(shí)現(xiàn)海洋經(jīng)濟(jì)可持續(xù)發(fā)展的重大戰(zhàn)略舉措。湛江雖然是海洋大市,但其海洋經(jīng)濟(jì)總量大而不強(qiáng),尤其是海洋新興產(chǎn)業(yè)發(fā)展緩慢,難以滿足海洋經(jīng)濟(jì)強(qiáng)市的要求�；诖�,本文在產(chǎn)業(yè)生命周期理論和鉆石模型理論指導(dǎo)下,綜合運(yùn)用文獻(xiàn)資料法、調(diào)查研究法、案例分析法和系統(tǒng)分析法,嘗試通過分析湛江海洋新興產(chǎn)業(yè)的發(fā)展現(xiàn)狀及其制約因素,借鑒海洋經(jīng)濟(jì)強(qiáng)國(guó)及我國(guó)海洋經(jīng)濟(jì)試點(diǎn)省在培育和發(fā)展海洋新興產(chǎn)業(yè)中的成功經(jīng)驗(yàn),研究構(gòu)建海洋新興產(chǎn)業(yè)的培育機(jī)制模型,為促進(jìn)湛江海洋新興產(chǎn)業(yè)持續(xù)健康發(fā)展提供思路和政策建議。本文的研究結(jié)果和結(jié)論主要包括以下幾點(diǎn):(1)通過對(duì)海洋產(chǎn)業(yè)以及新興產(chǎn)業(yè)的基本內(nèi)涵和特征進(jìn)行較為深入分析后,界定了海洋新興產(chǎn)業(yè)的定義。對(duì)海洋新興產(chǎn)業(yè)與海洋戰(zhàn)略性新興產(chǎn)業(yè)、海洋高技術(shù)產(chǎn)業(yè)、海洋主導(dǎo)產(chǎn)業(yè)等相關(guān)概念分別進(jìn)行了辨析。(2)描述了湛江海洋新興產(chǎn)業(yè)的優(yōu)良發(fā)展基礎(chǔ),通過分析各個(gè)具體海洋新興產(chǎn)業(yè)的發(fā)展?fàn)顩r,對(duì)湛江海洋新興產(chǎn)業(yè)發(fā)展作了整體評(píng)價(jià)并指出其制約因素,并歸納了湛江海洋新興產(chǎn)業(yè)的培育需求。(3)介紹了海洋經(jīng)濟(jì)強(qiáng)國(guó)與我國(guó)海洋經(jīng)濟(jì)試點(diǎn)省的海洋新興產(chǎn)業(yè)發(fā)展現(xiàn)狀,提煉出其在培育和發(fā)展海洋新興產(chǎn)業(yè)方面可供湛江借鑒的共性經(jīng)驗(yàn),即:發(fā)揮政府參與作用、提升海洋科技創(chuàng)新水平、保證資金的有效供給、儲(chǔ)備充足的海洋人才、優(yōu)化海洋資源和生態(tài)系統(tǒng)。(4)結(jié)合海洋新興產(chǎn)業(yè)的內(nèi)涵特征,探討了海洋新興產(chǎn)業(yè)發(fā)展需要具備的七個(gè)基本要素---海洋資源、技術(shù)創(chuàng)新、資金支持、海洋人才、產(chǎn)業(yè)基礎(chǔ)、戰(zhàn)略和市場(chǎng)需求、政府行為。構(gòu)建了海洋新興產(chǎn)業(yè)的培育機(jī)制模型,并分別詳細(xì)介紹了以上七個(gè)基本要素對(duì)海洋新興產(chǎn)業(yè)的作用機(jī)制。(5)以海洋生物醫(yī)藥業(yè)為例,對(duì)海洋新興產(chǎn)業(yè)培育機(jī)制進(jìn)行了實(shí)證分析。運(yùn)用改進(jìn)的波特"鉆石模型”分析了影響湛江海洋生物醫(yī)藥業(yè)競(jìng)爭(zhēng)力的各種因素,并基于海洋新興產(chǎn)業(yè)的培育機(jī)制模型分析框架,提出了相應(yīng)的改良機(jī)制。(6)立足于政府的角度,提出了海洋新興產(chǎn)業(yè)發(fā)展的政策體系框架,以及基于湛江市層面的具體政策。
[Abstract]:Since 21th century, with the rapid development of the global marine economy, the cultivation and development of marine emerging industries have become the coastal countries of the world and coastal areas of China to seize the high point of science and technology, and to change the mode of marine economic development. Although Zhanjiang is a big marine city, the total amount of marine economy is large and not strong, especially the slow development of new marine industry. It is difficult to meet the requirements of a strong marine economy. Based on this, under the guidance of industry life cycle theory and diamond model theory, this paper synthetically applies the literature method, investigation method, case analysis method and system analysis method. This paper tries to analyze the current situation and restrictive factors of the marine emerging industries in Zhanjiang, and draw lessons from the successful experiences of the powerful marine economic countries and China's marine economic pilot provinces in cultivating and developing marine emerging industries. This paper studies the cultivation mechanism model of marine emerging industries. In order to promote the sustainable and healthy development of the new marine industry in Zhanjiang, this paper provides ideas and policy suggestions. The research results and conclusions of this paper mainly include the following points: 1). Through the analysis of the basic connotation and characteristics of marine industry and emerging industry. This paper defines the new marine industry. The new marine industry and the marine strategic emerging industry, marine high-tech industry. The concept of marine leading industry and other related concepts are analyzed respectively. (2) describes the excellent development basis of Zhanjiang marine emerging industry, through the analysis of each specific marine emerging industry development situation. The development of new marine industry in Zhanjiang is evaluated as a whole and the restrictive factors are pointed out. And summarized Zhanjiang marine emerging industry cultivation demand. 3) introduced the marine economic power and our country marine economy pilot province marine emerging industry development present situation. Extract its common experience for Zhanjiang to cultivate and develop marine emerging industries, that is, to give play to the role of government participation, improve the level of marine science and technology innovation, and ensure the effective supply of funds. With sufficient reserves of marine talents and optimization of marine resources and ecosystem, combined with the connotation characteristics of marine emerging industries, this paper discusses seven basic elements-marine resources that need to be possessed in the development of marine emerging industries. Technological innovation, financial support, marine talents, industrial base, strategy and market demand, government behavior. And detailed introduction of the above seven basic elements of the role of marine emerging industries mechanism. 5) Marine biology medicine industry as an example. This paper makes an empirical analysis on the cultivation mechanism of marine emerging industries, and analyzes the factors that affect the competitiveness of marine biological medicine industry in Zhanjiang by using the improved Porter's Diamond Model. And based on the model analysis framework of marine emerging industries, the corresponding improved mechanism. 6) based on the perspective of the government, put forward the development of marine emerging industries policy framework. And based on the Zhanjiang level of specific policies.
