【摘要】:隨著陸域資源開(kāi)發(fā)程度逐漸加深與陸域污染問(wèn)題日益嚴(yán)重,世界范圍內(nèi)海洋資源開(kāi)發(fā)在經(jīng)濟(jì)生產(chǎn)中逐漸占據(jù)重要地位,海洋經(jīng)濟(jì)也由此成為世界各國(guó)間又一輪經(jīng)濟(jì)比拼的著力點(diǎn)?傮w來(lái)看,美、英、日、加拿大、澳大利亞等發(fā)達(dá)國(guó)家開(kāi)發(fā)海洋資源歷史較早,且憑借其雄厚的科技資金支持,已在世界海洋資源開(kāi)發(fā)領(lǐng)域搶先占據(jù)優(yōu)勢(shì)地位,尤其在海洋工業(yè)、海洋環(huán)保、海洋勘探等領(lǐng)域,其擁有的先占優(yōu)勢(shì)已對(duì)某些臨海國(guó)家利用海洋資源的公平性造成威脅。我國(guó)擁有非常豐富的海洋資源,盡管海洋經(jīng)濟(jì)發(fā)展較晚,但發(fā)展速率非常可觀,2012年,全社會(huì)海洋生產(chǎn)總值突破5萬(wàn)億元,已成為名副其實(shí)的海洋大國(guó),但是,我國(guó)離成為海洋強(qiáng)國(guó)仍有一段差距,在海洋經(jīng)濟(jì)發(fā)展領(lǐng)域中仍然存在著管理落后、污染嚴(yán)重、資源開(kāi)發(fā)過(guò)度以及產(chǎn)業(yè)布局不合理等諸多問(wèn)題。 黨的十八大報(bào)告中明確提出構(gòu)建“海洋強(qiáng)國(guó)”的發(fā)展戰(zhàn)略,為我國(guó)海洋經(jīng)濟(jì)發(fā)展提出了要求與目標(biāo),為此,針對(duì)作為我國(guó)海洋經(jīng)濟(jì)支柱的沿海三大經(jīng)濟(jì)區(qū),分析其海洋產(chǎn)業(yè)發(fā)展中存在的問(wèn)題,并提出推動(dòng)其高效發(fā)展的有效對(duì)策將具有重要的現(xiàn)實(shí)意義。本文著眼于海陸系統(tǒng)間的緊密聯(lián)系,,基于海陸一體化理論、海洋產(chǎn)業(yè)與陸域產(chǎn)業(yè)耦合理論、產(chǎn)業(yè)集聚理論、區(qū)域經(jīng)濟(jì)增長(zhǎng)機(jī)制理論等,旨在針對(duì)沿海三大經(jīng)濟(jì)區(qū)分析其海洋產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)間聯(lián)動(dòng)關(guān)系的異同之處,通過(guò)促進(jìn)形成三大經(jīng)濟(jì)區(qū)內(nèi)部海洋產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)間高效聯(lián)動(dòng)機(jī)制創(chuàng)建與運(yùn)轉(zhuǎn),以促進(jìn)我國(guó)海洋產(chǎn)業(yè)更加快速發(fā)展,進(jìn)而對(duì)國(guó)民經(jīng)濟(jì)產(chǎn)生推動(dòng)作用,形成相互促進(jìn)的良性循環(huán)機(jī)制。本文的創(chuàng)新點(diǎn)主要在于研究角度的選取,首次選取從南至北的環(huán)渤海經(jīng)濟(jì)區(qū)、長(zhǎng)三角經(jīng)濟(jì)區(qū)和珠三角經(jīng)濟(jì)區(qū)作為對(duì)比分析對(duì)象,定量揭示三大經(jīng)濟(jì)區(qū)海洋開(kāi)發(fā)活動(dòng)與區(qū)域經(jīng)濟(jì)發(fā)展間的聯(lián)動(dòng)特征。 在利用貢獻(xiàn)度、拉動(dòng)度、相對(duì)增長(zhǎng)率等傳統(tǒng)的分析因子對(duì)海洋產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)產(chǎn)值之間的關(guān)系進(jìn)行簡(jiǎn)單揭示的基礎(chǔ)上,運(yùn)用單位根檢驗(yàn)、協(xié)整檢驗(yàn)、格蘭杰因果檢驗(yàn)、加權(quán)最小二乘法、廣義差分法等對(duì)海洋產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)產(chǎn)值兩個(gè)變量構(gòu)建一元回歸模型,并對(duì)三大經(jīng)濟(jì)區(qū)的回歸結(jié)果進(jìn)行對(duì)比。結(jié)果顯示,三大沿海經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)與區(qū)域經(jīng)濟(jì)都存在聯(lián)動(dòng)關(guān)系,區(qū)別在于環(huán)渤海經(jīng)濟(jì)區(qū)與長(zhǎng)三角經(jīng)濟(jì)區(qū)中,海洋經(jīng)濟(jì)是區(qū)域經(jīng)濟(jì)的格蘭杰原因,而珠三角經(jīng)濟(jì)區(qū)則相反,呈現(xiàn)區(qū)域經(jīng)濟(jì)是海洋經(jīng)濟(jì)的格蘭杰原因。環(huán)渤海地區(qū),海洋產(chǎn)業(yè)產(chǎn)值每增加1個(gè)百分點(diǎn),區(qū)域經(jīng)濟(jì)增長(zhǎng)0.617704個(gè)百分點(diǎn);長(zhǎng)三角地區(qū)變量關(guān)系同上,海洋產(chǎn)業(yè)產(chǎn)值每增長(zhǎng)1個(gè)百分點(diǎn),區(qū)域經(jīng)濟(jì)產(chǎn)值增長(zhǎng)0.583177個(gè)百分點(diǎn);珠三角地區(qū)則為區(qū)域經(jīng)濟(jì)總值每增長(zhǎng)1個(gè)百分點(diǎn),海洋產(chǎn)業(yè)產(chǎn)值增長(zhǎng)0.791425個(gè)百分點(diǎn)。 沿海三大經(jīng)濟(jì)區(qū)中的聯(lián)動(dòng)關(guān)系均只表現(xiàn)為單向的格蘭杰因果關(guān)系,尚未形成雙向聯(lián)動(dòng)機(jī)制,對(duì)資源的利用效率都未達(dá)到最優(yōu),對(duì)影響上述結(jié)果的因素進(jìn)行探討,主要在于海洋資源與經(jīng)濟(jì)發(fā)展環(huán)境差異、優(yōu)勢(shì)海洋產(chǎn)業(yè)關(guān)聯(lián)陸域產(chǎn)業(yè)差異、海洋產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)匹配度差異、區(qū)域間海洋產(chǎn)業(yè)協(xié)調(diào)度差異。針對(duì)此,首先,在區(qū)域合作層面,各經(jīng)濟(jì)區(qū)次區(qū)域級(jí)地市應(yīng)加大合作力度,集中資源共同推進(jìn)基礎(chǔ)設(shè)施建設(shè),加強(qiáng)區(qū)域優(yōu)勢(shì)產(chǎn)業(yè)互補(bǔ),聯(lián)合打造海洋產(chǎn)業(yè)園區(qū);其次,在產(chǎn)業(yè)發(fā)展層面,各經(jīng)濟(jì)區(qū)應(yīng)優(yōu)化海洋產(chǎn)業(yè)結(jié)構(gòu),對(duì)戰(zhàn)略性新興產(chǎn)業(yè)加大扶持力度,充分利用民營(yíng)資本,擴(kuò)充海洋投融資渠道;最后,在海陸一體化層面,應(yīng)因地制宜制定海陸一體化發(fā)展統(tǒng)一規(guī)劃,支持帶動(dòng)作用明顯的海洋產(chǎn)業(yè)發(fā)展,完善海陸一體化建設(shè)的保障措施。
[Abstract]:With the development of land resources and land deepening increasingly serious pollution problems, the development of marine resources in the world gradually occupy an important position in economic production, marine economy has become the focal point of the world a new round of economic competition. Overall, the United States, Britain, Japan, Canada, Australia and other developed countries, the development of marine resources a long history, with its strong technical and financial support, has been in the world in the field of marine resources development to occupy the dominant position, especially in marine industry, marine environmental protection, marine exploration and other fields, it has the first mover advantage has for some coastal countries use the fairness of marine resources threat. China has abundant marine resources although, the development of marine economy in late, but the development speed is very impressive, the whole society in 2012, the total marine production exceeded 5 trillion yuan, has become worthy of the name of the sea However, there is still a gap between our country and ocean power. In the field of marine economic development, there are still many problems, such as backward management, serious pollution, excessive exploitation of resources and irrational industrial layout.
The eighteen Party Congress report clearly put forward the development strategy of construction of "marine power", puts forward the requirements and goals for the development of China's marine economy as a pillar for the marine economy of our country in the three coastal economic zone, analyze the existing problems in the development of marine industry, and this will have important practical significance to promote the effective measures for efficient development. This paper focuses on the close connection between the land system, land sea integration based on the theory of marine industry and land industry coupling theory, the theory of industrial agglomeration, regional economic growth mechanism theory, aimed at the similarities and differences in the three coastal economic zone to analyze the relationship between marine industry and regional economic linkage, through promote the formation of three major economic zones within the marine industry and regional economy, linkage mechanism establishment and operation, in order to promote more rapid development of marine industry in China, and to the national The economic driving force, forming a virtuous cycle of mutual promotion. The main innovation of this paper is from the study perspective, the first selection from the south to the north of the Bohai Sea Economic Zone, the Yangtze River Delta economic zone and the Pearl River Delta Economic Zone as the analysis object, the quantitative characteristics of three major economic zones reveals the linkage of the marine development activity and regional economic development between.
Pull in the use of contribution, and reveals the simple factor analysis was carried out based on the traditional relative growth rate and the relationship between marine industry and regional economic output, using unit root test, cointegration test, Grainger causality test, weighted least square method, generalized difference method to construct a regression model of marine industry and the regional economic output value of the two variables, and the regression results of the three major economic zones were compared. The results show that there are three major coastal economic zone linkage between marine economy and regional economy, the difference lies in the Bohai economic zone and the Yangtze River Delta Economic Zone, marine economy is the Grainger reason of regional economy, and the Pearl River Delta Economic Zone on the contrary, the regional economy is showing Grainger reason of marine economy. The Bohai Sea region, increased by 1 percentage points each marine industry output value, 0.617704 percentage points of regional economic growth in Yangtze River Delta region; On the same time, the output value of marine industry increased by 1 percentage points, and the output value of regional economy increased by 0.583177 percentage points. The Pearl River Delta region increased 1 percentage points of the total economic value of the region and the output value of marine industry increased by 0.791425 percentage points.
The linkage between the three coastal economic zone are exhibited only one-way causal relationship between Grainger, has not yet formed a two-way linkage mechanism, efficiency of resources are not optimal, to explore the factors influencing the results, mainly lies in the development of marine environmental resources and economic differences, advantages of marine industry association between land industry, marine industry regional economic differences and matching degree, coordination degree difference of the regional marine industry. For this, first of all, cooperation at the regional level, the regional level city economic zone should intensify cooperation and focus resources to jointly promote infrastructure construction, strengthen the complementary advantages of regional industry, to create a joint Marine Industrial Park; secondly, in the aspect of industrial development and each economic region should optimize the structure of marine industry, increase efforts to support strategic emerging industries, make full use of private capital, expand financing channels at sea, At the level of integration of sea and land, we should make unified plans for the development of marine and land integration according to local conditions, support the development of marine industry and improve the guarantee measures for the integration of sea and land.
