【摘要】：21世紀是海洋的世紀。國務院批復的《山東半島藍色經(jīng)濟區(qū)發(fā)展規(guī)劃》中提出了建設青島國家海洋設備檢測中心。如何籌建國家海洋設備檢測中心才能更好地服務于國家海洋經(jīng)濟戰(zhàn)略的需要,適應新形勢下產(chǎn)品質(zhì)量監(jiān)督工作的需要,進一步完善產(chǎn)品質(zhì)量檢驗檢測技術體系、充分體現(xiàn)檢驗檢測工作服務于區(qū)域經(jīng)濟的發(fā)展、服務于行業(yè)產(chǎn)業(yè)又好又快發(fā)展的需要,這就是作為國內(nèi)第一個綜合性海洋設備檢測中心必須面對的重要課題。本研究的理論基礎是基于現(xiàn)有產(chǎn)品質(zhì)量管理技術和手段,人們對海洋依賴性更強,國內(nèi)國際海工裝備行業(yè)日趨成熟等方面內(nèi)容。主要研究目的是為滿足產(chǎn)業(yè)發(fā)展技術服務為主,形成海陸統(tǒng)籌,為國際、國內(nèi)、地方產(chǎn)業(yè)發(fā)展提供服務,從項目管理角度,進行產(chǎn)品質(zhì)量檢驗檢測,促進產(chǎn)業(yè)產(chǎn)品質(zhì)量不斷提升來進行的研究。通過調(diào)查研究與實際應用,根據(jù)現(xiàn)有檢測中心建設需要,充分學習和掌握海洋設備行業(yè)特點,根據(jù)產(chǎn)業(yè)發(fā)展現(xiàn)狀,合理分析,提出青島國家海洋設備檢測中心的建設方案及實施策略。本文共分為六章,主要內(nèi)容如下:第1章緒論部分,包含研究背景、目的和意義、國內(nèi)外海洋裝備檢驗機構發(fā)展現(xiàn)狀、研究內(nèi)容與論文結(jié)構。第2章本研究涉及的有關理論與概念界定概述。第3章青島國家海洋設備檢測中心建設的市場需求與定位分析,包含:國家海洋設備產(chǎn)業(yè)發(fā)展現(xiàn)狀及趨勢、青島國家海洋設備檢測中心市場需求分析、青島國家海洋設備檢測中心市場定位分析。第4章青島國家海洋設備檢測中心建設方案及可行性分析,從檢測中心建設的戰(zhàn)略目標、檢測中心建設的主要內(nèi)容、檢測中心運作方案、檢測中心建設進度方案,等方面提出了檢測中心總體建設方案,并對其建設的可行性進行了分析。第5章青島國家海洋設備檢測中心建設方案實施措施與預期效果分析。主要包含:實施措施、預期影響效果分析。第6章結(jié)論與建議,明確本論文研究結(jié)論,說明研究不足與建議。
[Abstract]:Twenty-first Century is the century of the ocean. The Shandong Peninsula blue economic zone development plan approved by the State Council has put forward the construction of Qingdao national marine equipment testing center. How to build the national marine equipment inspection center to better serve the national marine economy strategy, to adapt to the needs of product quality supervision work under the new situation, to further improve product quality inspection system, detection technology development, fully reflects the work of inspection and testing services in the areas of economy, to serve for the sound and rapid development of the industry, this is as an important topic of domestic first comprehensive marine equipment inspection center must face. The theoretical basis of this research is based on existing product quality management technology and means, people's stronger dependence on the ocean, and the maturity of domestic and international marine equipment industry. The main purpose of the research is to meet the needs of industrial development, technology and services, and form a land and sea plan. It provides services for international, domestic and local industrial development. From the perspective of project management, it conducts research on product quality inspection and inspection, and promotes the continuous improvement of industrial product quality. Based on the investigation and practical application, according to the construction needs of the existing inspection centers, we should fully learn and master the characteristics of the marine equipment industry. Based on the industrial development status, a reasonable analysis is made, and the construction plan and implementation strategy of Qingdao national marine equipment inspection center are put forward. This paper is divided into six chapters, the main contents are as follows: the first chapter is the introduction, including the research background, purpose and significance, the development status, research contents and structure of marine equipment inspection institutions at home and abroad. The second chapter is an overview of the relevant theories and concepts involved in this study. The third chapter is about the market demand and location analysis of Qingdao national marine equipment inspection center. It includes: the development status and trend of the national marine equipment industry, the market demand analysis of Qingdao national marine equipment inspection center, and the market positioning analysis of Qingdao national marine equipment inspection center. The fourth chapter of the national marine equipment Qingdao testing center construction plan and feasibility analysis, from the strategic target, the construction of testing center detection center construction of the main content, operation scheme, testing center testing center construction progress plan, put forward the overall construction scheme of testing center, and the feasibility of its construction were analyzed. The fifth chapter of Qingdao national marine equipment inspection center construction plan implementation measures and the expected effect analysis. Mainly include: implementation measures, the expected effect of effect analysis. The sixth chapter is the conclusion and suggestion, the conclusion of this paper is clear, and the lack of research and suggestions are explained.
