【摘要】：改革開放之后,隨著我國(guó)社會(huì)經(jīng)濟(jì)不斷發(fā)展,人民對(duì)于事業(yè)單位提供公共服務(wù)的數(shù)量和質(zhì)量要求越來越高,公益類事業(yè)單位也在不斷的深化改革,取得了一定的成果。但是改革進(jìn)入深水區(qū)后難免會(huì)觸碰到多元化的利益主體的權(quán)益,迅速發(fā)展壯大的社會(huì)力量和有所演變的社會(huì)治理模式也不能立刻改變公益性事業(yè)單位改革面臨的權(quán)力糾葛和其他復(fù)雜多元的因素。2011年中央提出事業(yè)單位分類改革之后,對(duì)全國(guó)地勘單位改革提出了新的要求,安徽省地質(zhì)礦產(chǎn)勘查局經(jīng)歷了60多年的發(fā)展變革,在新一輪的事業(yè)單位分類改革中已經(jīng)明確了分類定位,在“十三五”時(shí)期提出要以地勘單位分類改革為主線,以地質(zhì)工作戰(zhàn)略轉(zhuǎn)移為核心,由重視資源勘查向公益服務(wù)、資源勘查兼顧轉(zhuǎn)移,由重視商業(yè)性地質(zhì)工作向公益性、商業(yè)性地質(zhì)工作并重轉(zhuǎn)移。著力提高基礎(chǔ)性、公益性和戰(zhàn)略性地質(zhì)服務(wù)功能,不斷拓展公益性地質(zhì)服務(wù)領(lǐng)域,鞏固和加強(qiáng)事業(yè)單位地位。本論文首先簡(jiǎn)單闡述了地勘單位公益職能的相關(guān)概念、地勘單位在不同時(shí)期經(jīng)歷的改革和相關(guān)政策的基本情況,然后對(duì)安徽省地礦局下屬地勘單位公益職能體現(xiàn)和取得的成就進(jìn)行闡述,接著分析了地勘單位公益職能提升中存在的問題,分析了產(chǎn)生問題的原因,最后提出了相應(yīng)的對(duì)策。選題希望可以從安徽省地礦局下屬地勘單位在公益職能提升過程中出現(xiàn)的實(shí)際問題出發(fā),通過對(duì)影響地勘單位發(fā)展的外部政策和內(nèi)部環(huán)境的分析,提出了結(jié)合分類改革完善公益性地質(zhì)工作管理體制和運(yùn)行機(jī)制、地勘單位合理定位科學(xué)發(fā)展、增強(qiáng)公益性地質(zhì)服務(wù)功能、完善公益性地質(zhì)工作投入、激勵(lì)和人才機(jī)制和完善監(jiān)督機(jī)制等解決方法,促進(jìn)地勘單位健康發(fā)展,能更好的服務(wù)地方經(jīng)濟(jì)社會(huì)。
[Abstract]:After the reform and opening up, with the continuous development of social economy in our country, the people have higher and higher requirements for the quantity and quality of public services provided by public institutions, and public welfare institutions are also deepening the reform and achieving certain results. However, after the reform enters the deep water area, it will inevitably encounter the rights and interests of diversified interest subjects, and the rapidly developing social forces and the evolved social governance model can not immediately change the power entanglement and other complex and pluralistic factors faced by the reform of public welfare institutions. After the central government put forward the classified reform of public institutions in 2011, it put forward new requirements for the reform of geological prospecting units throughout the country. Anhui Provincial Bureau of Geological and Mineral Exploration has experienced more than 60 years of development and transformation, and has made clear the classification orientation in the new round of classification reform of public institutions. During the 13th five-year Plan period, it was proposed to take the classification reform of geological prospecting units as the main line, take the strategic transfer of geological work as the core, pay attention to resource exploration to public welfare service, take into account the transfer of resources exploration, pay attention to commercial geological work to public welfare, and attach equal importance to commercial geological work. We will strive to improve the functions of basic, public welfare and strategic geological services, constantly expand the field of public welfare geological services, and consolidate and strengthen the position of institutions. This paper first briefly expounds the related concepts of public welfare function of geological prospecting units, the basic situation of reform and related policies experienced by geological prospecting units in different periods, then expounds the embodiment and achievements of public welfare functions of geological prospecting units under Anhui Geological and Mineral Bureau, then analyzes the problems existing in the promotion of public welfare functions of geological prospecting units, analyzes the causes of the problems, and finally puts forward the corresponding countermeasures. It is hoped that starting from the practical problems in the process of promoting the public welfare function of the geological prospecting units under the Anhui Provincial Bureau of Geology and Mineral Resources, and through the analysis of the external policies and internal environment affecting the development of the geological prospecting units, this paper puts forward that combining with the classified reform and perfecting the management system and operation mechanism of the public welfare geological work, the geological prospecting units can reasonably position the scientific development, enhance the public welfare geological service function, and perfect the public welfare geological work investment. Incentive and talent mechanism and perfect supervision mechanism can promote the healthy development of geological prospecting units and better serve the local economy and society.
