【摘要】：中央地勘基金自啟動運行以來,關(guān)于地勘基金定位和運行機制的認識一直爭論不斷,見仁見智,在今天全面深化改革、財政投資體制改革和大力推進生態(tài)文明建設(shè)的時代背景下,地勘基金發(fā)展面臨的機制性問題日益凸顯。本文簡要回顧了我國地質(zhì)工作發(fā)展歷程和地勘基金誕生的歷史背景,肯定地勘基金運行十年發(fā)揮重要作用的同時,著重分析了基金當前發(fā)展面臨的運行機制上的障礙和管理技術(shù)方面的問題,在此基礎(chǔ)上提出基金下步轉(zhuǎn)型發(fā)展應(yīng)處理好的幾方面關(guān)系,供有關(guān)部門決策參考。
[Abstract]:Since the Central Geological Prospecting Fund was put into operation, the understanding of the positioning and operation mechanism of the Geological Prospecting Fund has been constantly debated, with different opinions, and the reform has been deepened in an all-round way today. Under the background of the reform of financial investment system and the construction of ecological civilization, the institutional problems facing the development of geological prospecting funds have become increasingly prominent. This paper briefly reviews the development of geological work in China and the historical background of the birth of geological prospecting fund, and affirms that the geological prospecting fund has played an important role in the ten years of operation. Based on the analysis of the obstacles in the operation mechanism and the problems of management technology in the current development of the Fund, this paper puts forward several relations which should be dealt with in the next step of the transformation and development of the Fund for the reference of the relevant departments.
